The first general meeting of the China-Laos Joint Operation and Management Committee was held in Dali, Yunnan

At the meeting, China and Laos signed the "Charter of the China-Laos Joint Operation and Management Committee (Trial)", marking that the cross-border power grid operation coordination between the two countries has entered a new stage of institutionalization and normalization, and establishing a solid institutional guarantee for the long-term safe and stable operation of the China-Laos 500 kV interconnection project.

The committee is jointly established by China Southern Power Grid Yunnan Power Grid Co., Ltd., China Southern Power Grid Lanmei International Co., Ltd., and the Lao National Electricity Company of Laos (EDL) and the Lao National Transmission Network Company (EDL-T) as formal members. It consists of five professional working groups: market transactions, operation regulation, safety and stability control, primary equipment operation and maintenance, and secondary support. It coordinates core affairs such as cross-border power interface management, tie line operation and dispatch, cross-border power market operations, grid security joint prevention and control, and cross-border technical standard unification.

With the core purpose of ensuring the safe and stable operation of cross-border power grids, optimizing the allocation of transmission resources, unifying cross-border power grid technical standards, and implementing transparent compliance management and control, the committee coordinates to promote the interconnection of power grids in the Lancang-Mekong region. According to the charter, each member unit will implement the cross-border technology, dispatch and market management system unanimously agreed by the committee, submit cross-border operation maintenance plans on time, truthfully and completely, strictly implement safety instructions, and conduct joint drills on a regular basis.

"Power grid security knows no borders, and cross-border networking security requires all parties to jointly maintain, unite to manage the grid, and work together." Wang Fei, deputy general manager of China Southern Power Grid Yunnan Power Grid Company, said at the meeting that the establishment of the joint operation and management committee is an important measure for both parties to deepen equal and mutually beneficial cooperation based on the actual operation needs of the networking project.

At the meeting, Bothan Pandora, deputy general manager of the Lao State Electricity Company, said that with the multi-dimensional support of China Southern Power Grid, the stability and reliability of the Laos power grid have continued to increase. Since the Laos-China 500 kV transmission line jointly built by the two parties was put into operation on April 20 this year, the cross-border power transmission capacity has been greatly increased, providing a key channel for energy exchange between the two countries and the export of Laos' surplus power.

The liaison office of the committee is set up at the headquarters of China Southern Power Grid Lanmei International Co., Ltd. He Ang, the company's deputy general manager, said in his speech that the establishment of the committee will be a new starting point, continue to deepen dispatching and operation coordination, improve joint risk analysis and emergency linkage mechanisms, do a good job in mutual assistance between surplus and shortage, strengthen the docking of technical standards and joint training of talents, and work together to give full play to the role of the committee.

During the meeting, China and Laos conducted technical exchanges on key issues such as the stable operation of the isolated grid of the China-Laos 500 kV interconnection project and the reliability of cross-border interconnection channels. The heads of the Nam Ou River Cascade Power Station and Dayun Photovoltaic Power Station participated in the discussion as observers of the working group. An in-depth discussion was conducted on the overall ideas, key control measures and collaborative guarantee mechanisms for optimizing the operation mode during dry periods, and a consensus was formed to further strengthen safety and stability risk management and control, and six long-term working mechanisms were established, including regular consultation, information sharing, joint analysis, risk research and judgment, emergency coordination and problem closed loop.

The China-Laos 500-kilovolt interconnection project is the first 500-kilovolt cross-border power channel between the two countries. It was completed and put into operation in April this year. The two countries' power mutual support capacity has been increased to 1.5 million kilowatts, and the annual clean power transmission can be about 3 billion kilowatt-hours. The establishment of the China-Laos Joint Operation and Management Committee will effectively improve the efficiency of cross-border power grid collaborative operation and promote the optimal allocation of energy resources between the two countries.
