First Observation｜Gather strength with confidence and solve problems with cooperation

On the evening of October 23, the 2026 Global Governance Forum (Xiongan) opened in Xiongan New District, Hebei. President Xi Jinping sent a letter to the forum to demonstrate China’s responsibility in promoting the construction of a more fair and reasonable global governance system——

"China is willing to work with all parties to practice the global governance concept of extensive consultation, joint contribution and shared benefits, gather strength with confidence, solve problems through cooperation, promote the implementation of global governance initiatives, inject more certainty and positive energy into the chaotic world, and work together towards a community with a shared future for mankind."

Last September, at an important juncture when the post-World War II international order was facing severe challenges and global governance would retreat if it failed to advance, President Xi Jinping solemnly proposed a global governance initiative at the Tianjin Summit of the Shanghai Cooperation Organization, providing a plan for the times to make up for the governance deficit and create a better future together. By deeply understanding the spirit of President Xi Jinping's letter, we can also deeply understand the importance of "confidence" and "cooperation" in reforming and improving global governance.

Achieving more fair and reasonable global governance requires firm confidence and unremitting efforts.

Confidence is rooted in the fertile soil of the times. In today's era, a century of changes is accelerating and the international situation is intertwined with chaos. However, building a better world has always been the aspiration of the international community. The world is moving toward multipolarity and international relations are democratizing. The trend of the times is unstoppable.

Confidence comes from the growing international consensus. Since the Global Governance Initiative was proposed more than a year ago, it has received support and response from more than 160 countries and international organizations. More than 60 countries have actively joined the "Group of Friends of Global Governance". The core essence of the Initiative has been written into the documents of multilateral meetings such as the G20, SCO, and BRICS. Under the guidance of the initiative, representatives from more than 100 countries attended high-level meetings held by the United Nations Security Council on global governance and reached broad consensus.

At the 2026 World Artificial Intelligence Conference, 4 opinions were put forward on working together to build a fair and reasonable global artificial intelligence governance system; at the SCO Bishkek Summit, the core essence of a multi-polar world of equality and order was deeply explained, and the "SCO Action" was promoted to lead the reform and improvement of global governance; at the 18th meeting of BRICS leaders, it was pointed out that "BRICS countries should be the pioneers in reforming and improving global governance"...

President Xi Jinping has made a series of important expositions on multilateral cooperation platforms, constantly enriching Chinese concepts and solutions on global governance, and continuing to inject strong momentum into the international community's joint implementation of global governance initiatives.

Cooperation is the only way to solve governance problems and make up for governance deficits.

Where should the global governance system go? Is it a superstitious belief in strength and status, promoting national priority, minority monopoly, and double standards, or is it practicing multilateralism and adhering to sovereign equality, mutual respect, and international rule of law?

More and more people agree with China’s plan of “extensive consultation, joint contribution and shared benefits”. Judging from various polls, international public opinion's favorable impression of China has increased significantly in the past year, which includes a high degree of recognition of China as a force for global stability and progress, and full affirmation of China's proposed and implemented global governance initiatives.

The most important thing is simplicity, hard work is the key. Global governance pursues the common well-being of people of all countries, and requires the international community to take action and work together.

The International Court of Mediation opened for business and successfully resolved the first international maritime dispute; the World Data Organization and the World Artificial Intelligence Cooperation Organization came into being; China announced its 2035 Nationally Determined Contributions at the United Nations Climate Change Summit... For more than a year, China has continued to take powerful actions to promote the reform and improvement of global governance.

At the opening ceremony of this forum, China announced eight practical actions, including successfully hosting this year's APEC Leaders' Informal Meeting, continuing to participate deeply in promoting the reform of the United Nations, promoting the comprehensive and effective implementation of the Agreement on Marine Biodiversity, and issuing the "China's Position on Strengthening Outer Space Governance" to further promote the transformation of global governance initiatives from concepts to results.

Governance wisdom can be learned from each other. The "City of the Future" Xiongan, behind its joint growth, contains a long-term and broad vision, a pursuit of value for the benefit of the people, a governance orientation for green development, a systematic and comprehensive scientific planning, and an unremitting spirit of hard work... The experience of "China's governance" has brought profound enlightenment to the international community in thinking about reform and improvement of global governance.

Countries around the world are not riding on more than 190 small boats, but on one big ship with a shared destiny. People expect that around the theme of the forum "Rebuilding Confidence and Cooperation: A Century of Change and Reform and Improving Global Governance", all parties participating in the forum can pool wisdom, gather strength, promote cooperation, and help the international community work together to solve governance problems and reform and improve global governance.
