The Russian government has submitted to the State Duma a bill on processing the biometrics of suspects and convicts without consent

The Government of the Russian Federation has submitted a bill to the State Duma allowing the processing of biometric personal data of suspects, accused and convicted persons without their consent.

Currently, biometric processing is already used in more than 450 institutions of the penal system.

The bill creates a legal basis for the processing of biometric data in the daily activities of penal institutions.

MOSCOW, September 30 - RIA Novosti. The Government of the Russian Federation has submitted a bill to the State Duma, which proposes to allow the processing of biometric personal data of suspects, accused and convicted persons without their consent; the document is available in the Duma electronic database.

“In order to identify and (or) authenticate suspects, accused and convicted persons, the personal data of these persons, including their biometric personal data, is processed... without the consent of the relevant personal data subject,” the text of the bill says.

The explanatory note to the project notes that now biometric processing is already used at the facilities of pre-trial detention centers, correctional institutions and correctional centers - access control systems with identification based on biometric parameters are installed in more than 450 institutions. The government clarified that the bill creates a legal basis for such processing in everyday activities: to control movements, check the presence of convicts and prevent escapes through substitution.

If adopted, the law comes into force 180 days after its official publication - this period is necessary to make adjustments to the order of the Federal Penitentiary Service of Russia on the processing of personal data.
