The Investigative Committee of the Russian Federation proposed introducing a driver's license for SIM management

The Investigative Committee of the Russian Federation advocates the introduction of a driver's license for driving personal mobility devices (SIM). It is necessary to amend the federal law “On Road Safety” to extend the status of vehicle drivers to persons using SIM. The introduction of the license will make it possible to apply the statutory requirements for obtaining the right to drive a vehicle, including reaching a minimum age of 16 years.

The Investigative Committee of the Russian Federation advocates the introduction of a driver's license for driving personal mobility devices, said Dmitry Astashkin, senior inspector of the seventh department (analytical support of investigations) of the department for control over investigative bodies of the Main Investigative Directorate of the Investigative Committee of Russia at a meeting in the Federation Council.

“To quickly resolve the identified problems, it seems necessary, first of all, to make minimal and at the same time decisive changes to the federal law “On Road Safety” in terms of extending the status of vehicle drivers to persons using SIM for individual movement, as well as classifying SIMs as vehicles that require a special license to drive,” Astashkin said at the meeting “On approaches to the legal regulation of the use of SIM in urban agglomerations.”
