Preferential family mortgages in Russia have strict limits on the cost of housing.
Among Russian cities with a population of one million, the most difficult place to purchase housing under the family program is in Kazan. These statistics were provided to RIA Novosti by the analytical center Dvizhenie.ru.
As the results of the study showed, residents of Nizhny Novgorod, Ufa and Moscow experience the greatest difficulties in meeting the family mortgage limit. The leader in the anti-rating was Kazan, where it is almost impossible to comply with the limit, since the share of apartments for family mortgages in the total supply does not exceed 1 percent. We are talking about only a hundred apartments, noted the head of the project’s analytical center, Yan Gravshin. In Moscow, the figure has decreased over the past year from 25 to 7 percent, in Nizhny Novgorod - from 27 to 12 percent, in Ufa - from 52 to 30 percent. Apartments that meet the limit account for more than half of the offers in only three cities with a population of over a million: Volgograd (66 percent), St. Petersburg (58 percent) and Voronezh (52 percent). In 2025, there were five such megacities.
As a rule, only studios and one-room apartments fall under the limit established by the preferential program. On average, for all cities with a population of over a million, the share of such properties among housing eligible for the program is 85 percent. In Kazan, for example, the figure is 100 percent. In Nizhny Novgorod, “small-sized” buildings make up 96 percent of the total housing mass falling under the limit, in Omsk - 96 percent, St. Petersburg - 90 percent, Moscow - 86 percent. In Volgograd, you can fit within the limit if you also buy larger housing - there studios and one-room apartments account for 76 percent, in Perm - 72 percent and in Krasnoyarsk - 70 percent.

Proximity to parks increases the cost of apartments in Moscow by 5-40%. New buildings near Gorky Park and Neskuchny Garden cost 35-40% more, and secondary housing has a lower premium.
