7일(현지시간) 중화권매체 연합조보에 따르면 싱가포르 금융기관 DBS의 중국·홍콩 수석 이코노미스트인 지모 박사는 전날 '중국 2040년 전망 보고서' 발표 온라인 행사에서 "핵심 영역 등에서 현재 중국의 카드가 미국보다 많다"며 이렇게 관측했다.
그는 중국의 '카드'로 희토류를 비롯한 핵심 소재를 꼽으며 희토류는 미국의 국방·전자·친환경기술 등의 공급망에서 중요하고 미국이 단기적으로 대체품을 찾기 매우 어렵다고 설명했다.
이어 중국이 미국산 농산물을 주요 구매자인 점이 미국 유권자들에게 영향을 끼칠 수 있다고 예상했고, 중국이 여전히 주요 미 국채 보유국인 점도 카드로 꼽았다.
중국의 미 국채 보유액은 7월 기준 6천180억 달러로 2008년 8월 이후 최저였는데, 미 국채 금리 상승 속에 중국이 미 국채 매도에 나설 경우 이는 시장 압력을 키울 수 있다는 설명이다.
지 박사는 또 중국의 첨단 제조업 기반을 거론하며 "이들 공급망에 교란이 생길 경우 중국 원자재에 의존하는 미국 산업에도 실질적인 영향이 있을 것"이라고 말했다.
핵심 기술과 관련해서는 중국이 2003∼2007년 미국을 앞선 분야가 63개 중 3개에 불과했지만 2020∼2025년에는 74개 영역 중 에너지·환경, 첨단 소재·제조, 첨단 정보통신기술, 인공지능(AI) 기술 등 66개에서 크게 앞섰고 독점 위험도 있다는 게 지 박사 평가다.
앞서 미중 정상은 지난달 회담에서 11월 중국 선전에서 열리는 아시아태평양경제협력체(APEC) 정상회의, 12월 미국 플로리다주 마이애미에서 열리는 주요 20개국(G20) 정상회의에 각각 참석할 예정이라고 확인한 바 있다.
한편 DBS는 이날 중국 2040년 전망 보고서를 통해 자본 축적 약화와 노동력 규모 감소 등의 여파로 향후 15년간 중국의 국내총생산(GDP) 성장률이 연평균 3% 수준으로 내려갈 것으로 예측했다.
중국 당국은 2035년 1인당 GDP를 2020년의 2배로 늘리겠다는 목표를 갖고 있으며, 관변 학자들은 이를 위해 향후 15년간 GDP가 연평균 4.7% 정도 성장해야 한다고 보는 것과 대조된다.
지 박사는 인구 고령화, 부동산 경기 둔화, AI·로봇 산업 발전 등을 감안할 때 중국의 15년간 GDP 연평균 성장률이 2∼4% 수준으로 예상된다며 "고령화와 부동산 시장 둔화가 부정적 영향을 끼칠 경우 2%가 될 수 있다"고 말했다.
또 기술 발전의 영향이 클 경우 4%에 이를 수 있고 이는 중국 정부 목표치와도 크게 어긋나지 않는다며, 중국은 제15차 5개년 계획(2026∼2030년) 기간 경제 활동의 90%에 AI를 융합할 계획이라고 덧붙였다.
