The Penghu District Prosecutor’s Office held an election inspection symposium focusing on preventing vote bribery and overseas election mediation.

Wu Yiming, chief prosecutor of the Penghu District Prosecutor’s Office, said that ghost population inspections are the focus of Penghu’s bribery investigation.

The Penghu District Prosecutor's Office integrated the Penghu area's prosecutorial, police, investigation, political conduct, immigration and other units, and held a "Local Public Servant Election Inspection Division Forum", chaired by Prosecutor General Wu Yiming. Inspector General Zhang Douhui, Kaohsiung Procuratorate Chief Prosecutor Ye Shuwen, Deputy Director of the Criminal Bureau Xiao Qinjie, Deputy Director of the Integrity Division of the Investigation Bureau of the Ministry of Justice Wu Jingyuan, Deputy Director of the Independent Commission Against Corruption Lin Zhaohong, Deputy Captain of the Central District Affairs Brigade of the Immigration Service of the Ministry of the Interior Xiong Deren, and representatives of Penghu District Procuratorate, Police, Regulation, Integrity and Immigration attended the meeting.

Wu Yiming, the prosecutor general of the Penghu District Prosecutor's Office, said that "strictly investigating vote bribery and violence; cutting off electoral gambling; preventing false information from interfering; blocking foreign forces from interfering with the election"; and investigating fictitious household registrations and other five major election-obstructing cases are the focus of the inspection. Based on the electoral structure of the Penghu region and the characteristics of the people traveling abroad, we will formulate anti-bribery and anti-bribery measures, and establish a regional joint prevention mechanism for Taipei, Taichung, Kaohsiung, Qiaotou, Pingtung and the outlying islands of Kinmen, Lianjiang and other places to form an alliance.

Xu Xixiang, acting chief prosecutor of the Supreme People's Procuratorate, pointed out that in addition to traditional vote-buying, special attention should be paid to issues such as AI deep fake videos, interrogation of defendants, witnesses, ghost populations, and the involvement of foreign forces in this election; the ghost population census should be carried out in accordance with the law, and the capacity of ships and transportation support should be integrated in advance in accordance with the characteristics of Penghu's outlying islands.

Huang Mouxin, Deputy Minister of the Ministry of Justice, pointed out: When investigating illegal election cases, five key points must be paid attention to: 1. The principle of non-disclosure of investigation should be observed; 2. Enforcement actions should be prudent, fair, and adhere to consistent standards; 3. Strictly abide by the principles of procedural justice and proportionality; 4. Adhere to administrative neutrality; 5. When election candidates donate campaign promotional materials, the value of the items and the exercise of voting rights should be judged based on specific evidence to determine whether there is a relationship between the value of the items and the exercise of voting rights.
