The Hong Kong SAR government will release its first five-year plan to proactively align with the country’s “15th Five-Year Plan”

China News Service, Hong Kong, September 14 (Dai Xiaolu and Zhang Yuqia) Tse Xiaohua, Secretary for Constitutional and Mainland Affairs Bureau of the Hong Kong SAR Government, said on the 14th that the "First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)" (referred to as "Hong Kong's First Five-Year Plan") will actively align with the country's "15th Five-Year Plan" and promote the combination of effective markets and promising governments. Hong Kong will give full play to its role as a "super contact" and "super value-added person" and achieve high-quality development while integrating into and serving the overall development of the country.

Hong Kong’s first five-year plan will be officially announced on September 16, and the 2026 policy address of the Chief Executive of the SAR will be released accordingly. Tse Xiaohua made the above remarks when attending an event for women in Hong Kong's business community to celebrate the 77th anniversary of the founding of the People's Republic of China on the 14th.

Xie Xiaohua said that this year is the first year of the country's "15th Five-Year Plan" and it is also the first time that Hong Kong has compiled a five-year plan for local economic and social development. The preparation of this plan is an important deployment for Hong Kong to proactively recognize, respond to, and seek changes based on the new development stage, make full use of the advantages of the "one country, two systems" system, find a correct position in the overall development of the country, and give full play to its own strengths. Hong Kong's development has always been closely linked to the development and destiny of the country. The motherland has always been Hong Kong's strongest backing and its greatest support in coping with risks and expanding its development space.

She said that the policy address and the five-year plan are in line with each other. The SAR government hopes to advance and implement the five-year plan blueprint in an orderly manner every year, constantly review and adjust measures to local conditions and the times, and coordinate with the development direction of the national "15th Five-Year Plan". In addition to the policy address, the budget will also provide timely resources to support the implementation of the five-year plan and the policy address.
