It was introduced at the meeting that Zhejiang will continue to implement policies that benefit enterprises, upgrade enterprise-related services, cultivate fertile ground for innovation, continue to create a first-class business environment that enterprises can appreciate, support the majority of Zhejiang businessmen to deepen their main business, focus on innovation, and promote the steady progress and quality improvement of the private economy and accelerate the innovation.
In recent years, Zhejiang has implemented detailed policies and measures such as "32 items for the private economy" and "13 new items for the private economy", and has achieved remarkable results in stabilizing and improving the quality of the private economy.
In the first three quarters of this year, Zhejiang had 4 million registered private enterprises, a year-on-year increase of 8.65%; private project investment increased by 2.1%, 8.8 percentage points higher than the national level; private enterprise import and export increased by 10.5%, accounting for 82.7% of the province's total import and export value. Five lists including the "Top 500 Chinese Private Enterprises" have achieved "Grand Slam" for three consecutive years.
In terms of optimizing enterprise-related services, Luo Fanghao, deputy director of the Zhejiang Provincial Development and Reform Commission, said that Zhejiang regards the establishment of the "Enterprise Call I Respond" platform as an important starting point to serve the majority of Zhejiang businessmen, achieving efficient response to corporate demands and closed-loop processing. Since the beginning of this year, the platform has collected more than 82,100 business-related issues, with a resolution rate of 99.5%.
In order to further support private enterprises in participating in the innovative development of artificial intelligence, Luo Fanghao said that Zhejiang will adhere to the integration of projects, scenarios, and policies (reforms) to allow private enterprises to participate fairly and innovate freely. On the one hand, institutional rules should be "established" to ensure fair access. On the other hand, "take out" scene resources and broaden the participation channels of private enterprises.
Luo Fanghao mentioned that private enterprises are most afraid of "not being able to find the door and not being able to enter the venue" during scene construction. To this end, Zhejiang has sorted out nearly 200 key artificial intelligence scenarios under construction and planning, which will be open to the public, and private enterprises and small and medium-sized enterprises can actively participate.
Luo Fanghao also revealed that Zhejiang is studying a talent training and professional title evaluation system, including forward deployment engineers (FDE), to support financial institutions in developing loans, guarantees, insurance and other financial products that support scenario construction, and to provide more element guarantees for private enterprises.
Zeng Xiaopeng, deputy director of the Zhejiang Provincial Department of Science and Technology, said that the "Double 12" measures for enterprise-led scientific and technological research and achievement transformation will be thoroughly implemented, and the "university + platform + enterprise + industrial chain" pairing cooperation and the "four topics and one review" collaborative research will be further deepened. Focus on the "dual mechanism" linkage, support enterprises, universities, and science and technology innovation platforms to build joint laboratories, achieve two-way alignment of scientific research supply and industrial demand, and efficient integration of innovation resources. By 2030, about 300 benchmark joint laboratories will be selected.
As a bridge between Zhejiang businessmen, Zheng Minqiang, deputy director of the United Front Work Department of the Zhejiang Provincial Party Committee and secretary of the Party Leadership Group of the Provincial Federation of Industry and Commerce, said that the Zhejiang Provincial Federation of Industry and Commerce has specially researched and issued "Several Measures on Serving the Innovative Development of Private Enterprises and Helping the Construction of Innovative Zhejiang to Become Comprehensive", making precise efforts from four aspects to guide and support the majority of Zhejiang businessmen to actively participate in the construction of innovative Zhejiang.
For example, artificial intelligence technology is used to create a "large model platform for accurate and direct access to enterprises in Zhejiang and Li's policies" to achieve intelligent policy matching and direct access. Since its launch in May this year, it has pushed more than 1,600 enterprise-related policies, served more than 400,000 enterprise users, and achieved a user satisfaction rate of 97.4%, effectively improving the reach rate of enterprise-friendly policies. In addition, the activities of "Famous Zhejiang Businessmen Traveling Around the World" and "Zhejiang Businessmen Traveling Around the World to Hometowns" were carried out to promote the establishment of cooperation between private enterprises and colleges and universities, and promote the introduction of cutting-edge scientific and technological innovation projects and high-end talents.
Zheng Minqiang said that the next step will be to take the 8th World Zhejiang Entrepreneurs Conference as an important starting point to continue to build a platform for science and innovation docking and resource linkage, promote the exchange and sharing of innovation elements, and guide the majority of Zhejiang merchants to devote themselves to the construction of innovative Zhejiang and become a new force in the development of new productive forces.
