Fair Labor Mobility Package from the EU Commission

The EU Commission shared with the public the Fair Labor Mobility Package, which was prepared to reduce the long and complex procedures faced by people working in another EU country in obtaining social security documents and introducing their professional qualifications.

According to the package, employees will be able to obtain various social security documents online, such as the European Health Insurance Card and the A1 certificate issued to those temporarily assigned to another EU country.

These documents can be stored in the EU Digital Identity Wallet and quickly verified by national authorities.

A mandatory digital application system will be established for qualifications in regulated professions such as doctors, nurses, engineers and teachers to be recognized in another member state.

Thus, the qualification recognition process, which takes approximately 3 months, will be reduced to 5 weeks.

Common rules will also be introduced for the recognition of professional qualifications obtained in countries outside the EU. It will be aimed to reduce these processes, which currently take an average of 14 months, to 4 months.

The powers of the European Labor Authority will be increased. The institution will support member countries in combating the exploitation of cross-border workers, illegal employment and social security fraud.

In order for the proposals to come into force, they must be approved by the European Parliament (EP) and member states.
