As a "through train" for national legislation and a "collection station" for public opinion, Qinghai Province's grassroots legislative contact point, driven by the Golmud City People's Congress Standing Committee, a "national brand" grassroots legislative contact point, radiates and drives 39 provincial and 134 city, state, and autonomous county-level grassroots The legislative contact point has weaved a "connection network" of public opinion covering the plateau: more than 2,000 opinions and suggestions have been solicited from the public on draft laws and regulations, and more than 400 have been studied and incorporated to protect the green waters and mountains of the plateau and the stable and peaceful lives of people of all ethnic groups with good laws and good governance.

Deep in the plateau, guarding the "Tree of Life"

At the foot of the Kunlun Mountains, legislative information collectors from the Golmud City People's Congress Standing Committee travel through the grassland and pastoral areas all year round. In recent years, with the intensification of ecological protection, the populations of wild yaks, brown bears, wild wolves and other wild animals have steadily recovered. However, problems such as frequent human-animal conflicts and delayed loss protection have become the most worrying problems for people in pastoral areas.

"In the past few years, brown bears and wild wolves have frequently gone down the mountain, breaking into cattle and sheep pens at night, and the good livestock have been killed and injured overnight. We are always worried." "After livestock is damaged by wild animals, the compensation procedures are cumbersome, the reporting process is complicated, and the compensation time is long." The herdsmen expressed their feelings one after another.

After systematic review, the Golmud Municipal People’s Congress Standing Committee submitted a number of suggestions such as “Establishing a Scientific Assessment System for Wild Animal Population Dynamics”, which were successfully incorporated into national legislation. Article 812 of the Ecological Environment Code, which was officially promulgated and implemented this year, clearly stipulates that wild animals should be protected by classification and classification. Local key protected wild animals are subject to list management, regular evaluation and evaluation, and timely adjustments are made.

"The real plight and simple expectations of farmers and herdsmen on the snowy plateau have truly been transformed into the country's top-level legal design." Ju Bangqing, head of the Legal Affairs Committee of the Standing Committee of the Golmud Municipal People's Congress, said that the "golden ideas" at the grassroots level are becoming "hard clauses" for the national rule of law.

Depart from Golmud and go deep into the hinterland of Hoh Xil along the Qinghai-Tibet Highway. Suonandajie Conservation Station, which is over 4,000 meters above sea level, is the only provincial-level legislative contact point established in the hinterland of a national nature reserve in the province. Planting “Unity Trees” between urban and rural areas

In Qumalai County, a new area relocated to the source of the Yellow River in Golmud, in the southern suburbs of Golmud, community residents held the French-Chinese-Tibetan bilingual law book "Promoting Ethnic Unity and Progress" and gained an in-depth understanding of the legal essence of ethnic unity during cultural performances such as Guozhuang dance and sketches.

Cairen Dorje, a resident of the community, told reporters that more than a thousand herdsmen households in Qumalai County moved here to protect the ecology of the Sanjiangyuan. When we first moved here, the customs of each ethnic group were different and there was a lack of communication. Through skills training in handicraft cooperatives and learning of the national common language, the community has built a "bridge of connection" to help everyone relocate and resettle, break communication barriers, and achieve employment at their doorsteps.

She can also communicate smoothly with foreign merchants and open up sales channels." Cairen Dorje said that now the herdsmen are learning skills and entering the market together, and they are getting closer and closer while working side by side.

This is also a vivid epitome of the work of local grassroots legislative contact points to promote national unity. According to reports, the grassroots legislative contact point in Golmud City has specially set up a Tibetan-Chinese and Mongolian-Chinese bilingual legislative contact station, which will forge a strong sense of the Chinese nation’s community throughout the entire process of public opinion collection, legislative consultation, and legal popularization.

A similar scene also occurred in Goluozang Gongma Village, Shaliuhe Town, Gangcha County, Haibei Prefecture. Li Tai, deputy secretary of the Party Committee of Shaliuhe Town, based on the local reality, used Tibetan and Chinese bilingual to promote the National Unity and Progress Promotion Law. "No matter what ethnic group, everyone lives and grazes on the grassland around the lake. Pastures, pastoral roads, and production and life are inseparable from each other. It means 'I am among you, and you are among me. No one can live without the other.'"

Guard with the rule of law and plant a “happiness tree”

The grassroots legislative contact point is not only a "through train" for legislation, but also a "booster" for grassroots governance. Contact points across Qinghai are close to public opinion, observe people's sentiments, promote good governance with good laws, and let the public feel that they are both participants in legislation and practitioners of the construction of the rule of law.

Arriving at the grassroots legislative contact point in Longwu Town, Tongren City, Huangnan Prefecture, Haiping, secretary of the Longwu Street Community Party Branch of Longwu Town, first led the reporter to the bank of the Longwu River to see the clear scene of sparkling waves and gurgling water.

However, a few years ago, this tributary of the Yellow River was dirty due to garbage dumping and sand and gravel mining. "The surrounding residents dumped garbage at will, which caused the Longwu River to emit a pungent smell and made it impossible to approach it," Haiping recalled.

When soliciting opinions on the "Regulations on the Protection of Yellow River Tributaries in Huangnan Tibetan Autonomous Prefecture," Haiping put forward the suggestion that "it is strictly prohibited to dump domestic garbage into the Longwu River" based on her experience in regulating the Longwu River. This suggestion was eventually adopted.

"Now, more and more people are voluntarily guarding the Longwu River." Haiping said that the phenomenon of littering and mining of sand and gravel beside the Longwu River has basically disappeared, and the riverside has become a good place for residents to take a leisurely walk.

In Tongren City, a famous historical and cultural city in Qinghai, the protection of ancient villages has attracted increasing attention. Legislative information collector Sangji Cairang found during the visit and survey that villagers reported problems such as blocked sewers and peeling off walls. However, due to the special protection requirements of the ancient village, repairs faced practical difficulties.

“The Law on Promotion of National Unity and Progress clearly requires the strengthening of the discovery, protection and rational utilization of cultural resources such as traditional villages, which provides legal compliance for the protection of Tongren Ancient Village.” Sangji Cairang said, “We propose to improve the residential infrastructure on the basis of protecting the original appearance of the ancient village, so that the ancient village can not only retain its historical heritage, but also rejuvenate with new vitality.”
