原因はさまざまでしょうが、筆者はその一つとして、ボトムアップでのAI活用が成功しにくい構造的問題があると考えています。現場主導のAI活用が奏功しない──このような事態はなぜ起きるのでしょうか。
非正規雇用と働き方改革、ボトムアップを阻む2つの要素
背景には、日本企業が抱える2つの構造的な特徴があると考えています。
1つ目は非正規雇用の広がりです。非正規雇用の活用が本格化して30年ほどになりますが、非正規雇用の従業員に業務を渡すには、タスクを細分化し、手順を確定させる必要があります。
その状態で何年も運用してきた結果、業務の単位そのものが固定化しました。ワークフローを変えるということは、細分化された数十のタスクの境界を引き直すことであり、変更コストは想像以上に大きくなっています。
もう一つは働き方改革です。残業が悪とされたことで、ワークフローを創意工夫する余裕が現場から失われました。少し古い調査ですが、働き方改革によって満足度が下がった理由として「気持ちの余裕がなくなっている」が60%、「生産性が低下している」が45%という結果が出ています。
AIを含む現場ベースの業務改善は、定常業務の“外側”で行う活動です。外側にある余裕が、非正規雇用の拡大と働き方改革という制度的な問題で削られている状態において、現場発の改善が積み上がっていくという想定には無理があります。
例として、実際にあったエピソードを紹介しましょう。あるIT企業で業務効率化を行った際、契約社員と派遣社員で構築されたチームから強い抵抗を受けました。抵抗の対象は、自動化そのものではありません。自動化した処理と従来の手動処理の結果を突き合わせる、検証作業でした。
チームにとって、移行期間中は手動作業と検証がそれぞれ発生する、いわば二重作業になります。その分の残業が発生することに対して、チームは明確に反対しました。考えれば当然のことで、彼らにとって自動化は自分の担当業務が消えることを意味し、その上で一時的な残業まで引き受ける理由がありません。
「楽になるために、今は全力で頑張る」というのはITエンジニアの気質としてはありふれたものですが、他の職種にとっては受け入れがたいものです。このとき必要だったのは現場の説得ではなく、検証期間の工数を誰が負担するのかという決定でした。それは現場の裁量の外にあります。
大前提として、IT企業・製造業といった業種を問わず、現場は決められたワークフローを変えることに抵抗します。ただ、幹部層がこの抵抗を「現場の保守性」として片付けると、打ち手を間違える──と言えるでしょう。
