Chongqing Rongchang: "Gathering the strength of Rongchang merchants and building five cities"

China News Service, Chongqing, November 6 (Zhang Xu) Wan Rong, Secretary of the Chongqing Rongchang District Committee, recently mentioned in an exclusive interview with China News Service that as a large private economic area, Rongchang has always adhered to "gathering the power of Rongchang businessmen to build the industry of five cities" and embedded support for the development of the private economy into the entire chain of the "Five Cities" construction.

It is understood that the "Five Cities" include the Animal Husbandry Science and Technology City, the Modern Manufacturing City, the Smart Quality City, the Lifelong Friendship City, etc., and are one of the relevant work systems constructed at the 10th Plenary Session of the 15th Rongchang District Committee of the Communist Party of China to systematically plan the development blueprint for the "15th Five-Year Plan".

Wan Rong introduced that in the first three quarters of this year, the region's GDP grew by 6.3% year-on-year, and major indicators such as fixed asset investment, total retail sales of consumer goods, and industrial added value above designated size maintained a good momentum of "leading in western Chongqing and at the forefront of the city." She said that this heavy report card has its foundation, vitality and confidence in the private sector.

According to statistics, 80% of Rongchang's GDP, 80% of tax revenue, 90% of jobs, and more than 90% of the total industrial output value above designated size are created by private market entities. Rongchang's private economy is not only very active in the traditional wholesale and retail industry, accommodation and catering industry, but also accelerating development in manufacturing, biomedicine and other fields. Many private enterprises have grown from "little ones" to "big guys" and have seized the commanding heights of the industry with technological breakthroughs, injecting surging momentum into the cultivation and development of new productive forces.

In recent years, Rongchang has adhered to the concept of "nothing can be done too hard to support the development of the private economy" and has optimized the business environment with the "6 Ones" (smoothing a docking channel, strengthening a financing carrier, building a government-industry-university-research platform, opening up a channel for cost reduction and burden reduction, establishing a training system, and establishing an institutional system).

Since the beginning of this year, Rongchang has closely followed the construction of the "Five Cities" and sorted out the "Ten Key Projects". Relying on core projects such as the construction of the core hub for animal husbandry science and technology in the East Lake area and the high-standard construction of the Rongchang Tao International Lifestyle Aesthetics Town, it has released more than 40 opportunities for the development of the East Lake area and the construction of ceramic art museums, and formed more than 60 key projects, effectively transforming the development blueprint into investment scenarios and development opportunities that can be implemented and participated in.

Wan Rong said that Rongchang has embedded support for private economic development into the entire chain of the "Five Cities" construction, and fully opened project opportunities, innovation platforms, and urban scenarios to private capital. In the next step, the local government will focus on three aspects of work.

The first is to fully release investment opportunities in the construction of the “Five Cities”. Closely following the "13543" (1 pole, 3 places, 5 cities, 4 starting points, 3 guarantees) working system, we will continue to update and release the list of opportunities, and launch a number of high-quality scenarios in batches such as industrial park development, urban renewal, cultural tourism projects, and people's livelihood supporting facilities to guide private enterprises to deeply participate in construction, allow private enterprises to share the dividends of urban development, and expand their business volume in serving the construction of the "Five Cities".

The second is to fully support enterprise innovation and transformation. Closely focus on the three major industries of animal husbandry, manufacturing, and cultural tourism, cultivate high-tech enterprises, specialized and special new enterprises, encourage private enterprises to participate in key technology research and digital and intelligent transformation, and support private enterprises to deepen their main business and become bigger and stronger.

The third is to continue to gather the joint efforts of businessmen. We will hold the National Business Conference well, build a strong contact network for foreign businessmen, guide businessmen to return to their hometowns and invest in their hometowns, attract talents, technology, and projects to return, and achieve two-way empowerment of the growth of the local private economy and the construction of projects in the five cities.
