The campaign song "Taipei Encore" had just been released, but the MV was questioned because it used images of international baseball matches and Chang Yu-cheng without authorization and player consent. The competition apologized and adjusted the picture, but completely avoided the authorization issue.

This is not just a film production error, but also an examination of risk management. Risk management includes identification, assessment, treatment, supervision and improvement. Politicians are often good at announcing investigations and demanding improvements after an accident, but real management ability depends on whether the process can be effectively operated before the injury occurs.

Looking back at Jiang Wanan's tenure, the most alarming thing is that the procedures existed but the protection was not in place. Before the Kitai Dazhi case occurred, residents had reported damage to their houses; the Supervisory Yuan later pointed out that the determination of damage to neighbors was left to the builder and supervisor, which was like a player-cum-referee. Just because the system originated from the predecessor does not mean that the successor is exempt from inspection: when citizens raise alarms, the purpose of supervision is whether the government independently conducts an independent review.
The Penomida kindergarten sexual assault case also spanned the previous mayor. The Supervisory Yuan pointed out that there were seven major breakpoints in administrative investigation, tracking and management, and cross-bureau contact, and corrected the situation with the North City Government. In the nanny case, the management and inspection of nannies in Beicheng City were also found to be a mere formality. The notification was received and the visit was recorded, so why were the children still not effectively protected? The question goes beyond individual hosts and points to how supervisors ensure that the system is delivering on its promises.
An elderly person’s property was allegedly misappropriated by a social worker for more than NT$10 million. It was not until an inventory was taken at the time of resignation that the shortage was discovered, raising questions about whether the daily reconciliations and reviews were sufficient. The discovery of a crime is an after-the-fact disposal and cannot replace the explanation of prior supervision. Punishing those involved does not prove that management responsibilities have been clarified.

These cases remind us of our common blind spots: process does not mean control; review does not mean improvement. Instead of promising to be “more prudent” every time something goes wrong, managers must know where the warning signs are, who is responsible for handling them, and when improvements will be completed.
The controversy surrounding the campaign MV is a risk management test paper. Who confirms the rights to material before publishing? Who assesses the risk of a player being mistaken for an endorsement? Who approves use? After the release, why did you answer the authorization question with the original intention of creation? If you only delete the screen without explaining the control process, the team may only learn how to stop losses.
Who will manage Jiang Wanan’s risks? The mayor has a team, and the team has a supervisor. Responsibilities cannot disappear in the division of labor. From campaign videos to municipal supervision, what the people need is not a politician who can weather every storm, but a mayor who allows the people to avoid paying the price for his management shortcomings.
