The former director of the financial and economic department of the Russian Ministry of Emergency Situations and her colleague became defendants in a criminal case

The former director of the financial and economic department of the Russian Ministry of Emergency Situations, Nadezhda Golikova, and her colleague Victoria Spiridonova became defendants in a criminal case. TASS reports this.

They have been charged with abuse of power and particularly large-scale fraud. The investigation against Golikova and the former head of the department for implementation and maintenance of information systems of the information and analytical center (IAC) of the Russian Ministry of Emergency Situations, Spiridonova, is related to the development and implementation of automated information systems in the Ministry of Emergency Situations.

The case is being handled by the investigation department of the Internal Affairs Directorate for the Western Administrative District of the capital's Main Directorate of the Ministry of Internal Affairs. The Nikulinsky District Court of Moscow chose a preventive measure in the form of house arrest for both defendants. Then it was reported that Golikova was accused of fraud in connection with housing subsidies intended to provide for needy employees of the department

In February 2026, the head of the Ministry of Emergency Situations, Alexander Kurenkov, reported on systematic work to identify illegal activities among employees.

Golikova was appointed head of the financial and economic department of the Ministry of Emergency Situations in January 2019. After her arrest in June 2026, she was released from office.
