[Reporter Liao Jianing/Taipei Report] The media is concerned that the Ministry of Economic Affairs’ establishment of the “National Contact Point” (NCP), a non-judicial corporate human rights complaint mechanism, is currently delayed. In this regard, the Investment Promotion Department of the Ministry of Economic Affairs stated today (1st) that the relevant ministries are speeding up the processing work, and it is expected that after the Executive Yuan announces NAP 2.0 (including the principles for the establishment and operation of NCP), detailed planning will be carried out before it can be formally established.
In this regard, the Investment Promotion Department of the Ministry of Economic Affairs put forward 4 points of explanation today (1). First, the NCP system originates from the non-judicial complaint and mediation mechanism set up by OECD member states in accordance with the "Code of Responsible Corporate Conduct for Multinational Enterprises". It mainly assists companies in resolving disputes regarding responsible corporate conduct (RBC) through mediation, mediation and dialogue; the NCP does not replace the courts in determining legal liability or adjudicating penalties.

Second, our country is not a member of the OECD. Taiwan’s plan to establish an NCP is based on the opinions from various walks of life in the National Action Plan for Business and Human Rights version 2 (NAP 2.0) draft workshop held in the past (114) and the year before (113). The NCP has been included in the current NAP 2.0 draft, and the relevant ministries and committees of the NAP 2.0 draft are accelerating the processing work. It is expected that after the Executive Yuan announces NAP 2.0 (including the principles for the establishment and operation of NCP), detailed planning will be carried out before it can be formally established.
Third, before Taiwan's NCP is officially established, although individual case complaints cannot be accepted in the name of the NCP, the Ministry of Economic Affairs will convey the content expressed by Indonesian stakeholders to relevant companies to express concerns, and will also ask the economic team of the representative office in Indonesia to continue to strengthen the promotion of respect for human rights and related international norms to local Taiwanese businessmen.
Fourth, as an important member of the global supply chain, my country will continue to cooperate with countries and trading partners with similar ideas to safeguard labor rights, improve the resilience of the supply chain, strengthen corporate propaganda, promote a fair and trustworthy trading environment, and fulfill its commitment to protecting human rights.
