“核电入洋”,构建全域新型电力系统
9月17日,海南首个 “华龙一号” 核电机组 —— 华能昌江核电二期项目3号机组正式投产商运。与此同时,4号机组也在加快建设中。整个二期项目建成后,将成为儋州洋浦 “核电为主、风光补位” 清洁电力结构中的稳定基荷电源。
据了解,核电全生命周期碳排放仅约6.5克二氧化碳/千瓦时,是当前碳排放最低的发电方式之一。海南全岛封关运作后,出口型企业对绿色合规、碳足迹管理的需求日益迫切。由此可见, “核电入洋” 成为儋州“十五五”绿色低碳发展最具标志性的亮点。
莫正群说,儋州市正携手海南电网推进清洁电力体系建设,2030年前建成“核电+海上风电+光伏”等多种清洁能源互补,储能、燃气电厂调节,保障电网安全稳定运行的全域新型电力系统示范标杆,“届时全域电碳因子降至0.052千克二氧化碳每千瓦时,大幅优于全国和欧盟平均水平。”
在构建新型电力系统的同时,儋州同步推进昌江核能长输供汽工程,实现“核汽入洋”,为石化、浆纸等产业提供零碳工业蒸汽。同时,积极优化生产生活用能方式,在工业、交通港航、公共服务、居民生活等领域推广用能替代,加快形成以非化石能源为主体、化石能源兜底保障、新型电力系统为核心支撑的清洁低碳、安全高效现代化能源体系。

目前,儋州已编制《洋浦经济开发区近零碳园区建设实施方案(2026—2030年)》,统筹推进全域节能减碳与绿色发展。一方面持续优化能源结构,推动产业和建筑、交通领域绿色升级,全面推进企业节能技改、电气化改造和智改数转,深化减污降碳协同治理;另一方面,做好项目绿色准入,推广氢能、光伏热泵、碳普惠等低碳新模式,完善绿色基础设施,培育低碳新质生产力。
“我们将结合临港经济、石化新材料、生物医药、数字经济、新能源产业的供应链产业链,全力推动引导氢基能源、生物制造等产业向儋洋聚集落户,打造新质生产力产业聚集新高地。”莫正群透露,近年来,洋浦在产值增长的同时,完成能耗强度下降23%目标,环境空气质量优良率连续三年超98%,近岸海域海水水质优良率近三年保持在100%,绿色成为园区最鲜明的底色。

日前,三大国际权威检测认证机构——通标标准技术服务有限公司、莱茵检测认证服务(中国)有限公司、必维质量技术服务(上海)有限公司同日签约洋浦。这三家机构出具的认证证书在欧美、东盟等主要国际市场具有极高公信力。
全球三大检测认证头部机构同一天落子海南洋浦,这是在碳关税大考之下,国际巨头对自贸港“样板间”碳足迹核算与国际认证潜力的高度认可。
“我们积极探索绿电溯源、碳足迹核算统计等能源治理制度创新,服务海南自贸港高水平制度型对外开放。”莫正群介绍,三大国际权威检测认证机构与儋州双碳服务中心签约后,将搭建标准化电碳核算认证全链条服务体系,推动国内与国际规则体系双向互信互认,推动完整适配欧盟CBAM等国际规则和标准,降低本地相关企业出口碳关税成本,提升产品国际竞争力。
他还表示,“十五五”期间,儋州市还将持续推进洋浦经济开发区循环化绿色改造,加快建设工业固废循环利用中心。
