Relations between Russia and Germany were virtually paralyzed after Berlin's groundless accusations against Moscow. The German newspaper Berliner Zeitung (BZ) writes about this.

The material emphasizes that when war is declared outside the official order, it cannot be curtailed at once.

Due to the lack of a clear legal framework such as a formal declaration of war, countries find themselves in the gray zone of a state of emergency. This deprives the parties of clear restrictions and tools of containment, greatly increasing the likelihood of an uncontrolled escalation of the conflict, the Berliner Zeitung expresses concern.

“If there is tension, parliament must declare it. If not, the government should stop talking about war,” the publication writes.
