The Ministry of Home Affairs requires checking all cases of people who have quit their jobs due to the organizational arrangement, clarifying responsibilities and promptly correcting if errors are detected.
According to the official dispatch dated August 29, the Ministry of Home Affairs requested ministries, agencies and localities to review the cases that have been decided to quit their jobs and enjoy benefits according to Decree 178/2024, amended and supplemented in Decree 67/2025.
The review is aimed at implementing the direction of Deputy Prime Minister Pham Thi Thanh Tra after the State Audit discovered many violations and errors in the process of resolving policies for officials, civil servants, public employees and workers to quit their jobs due to organizational arrangements.
Ministries, agencies and localities must check and ensure that policy beneficiaries are the right beneficiaries and that the settlement fully complies with the order and procedures; and at the same time take responsibility for implementation results.
The units mentioned in the audit results must provide information about relevant recommendations and conclusions; clarify the responsibilities of each agency and organization in determining beneficiaries and complying with the regime settlement process. Each case mentioned in the State Audit's report must also have specific opinions.
If errors are discovered through the review, inspection or testing process, units must report and provide timely remedial plans. Problems that arise need to be reported so that the Ministry of Home Affairs can synthesize and report to competent authorities.
The results of the review must be sent to the Ministry of Home Affairs before September 15 for synthesis and reporting to the Prime Minister for consideration and decision.
Previously, the State Audit's July 31 report showed that the process of implementing the policy with people who quit their jobs due to organizational arrangements still had many violations and errors.
Some localities have not issued documents guiding criteria according to Decree 178, causing affiliated agencies to lack a unified basis when reviewing, evaluating and selecting policy beneficiaries. This has led to it being unclear who has to leave due to organizational arrangements, and who has the ability, qualifications, experience, good achievements and has a long working period that needs to be retained.
Some agencies have not issued criteria for evaluating cadres, civil servants and public employees. In some places, criteria have been developed but collective opinions of leaders of party committees and authorities at the same level have not been sought; The overall quality of the team has not been reviewed to determine who must take leave according to the Government's instructions.
Errors also occur in the process of evaluating and approving people who leave work or retire early. There are cases where the benefits are resolved for the reason that they do not meet the task requirements or training level according to the professional standards of the post-arranged position, but the records show that they have all completed their tasks well for three consecutive years.
Some people who have 10 years of work remaining, have been assessed for three consecutive years of good performance, or have been classified by the council as satisfactory but still have limitations, are still allowed to leave. According to the State Audit, the policy handling of these cases is not in accordance with the guidance of the Ministry of Home Affairs, potentially causing the risk of not targeting the right subjects. In addition to determining beneficiaries, some units also calculate and pay benefits incorrectly.
The State Audit concluded that most of the audited agencies, organizations, and units had violations and errors, potentially causing major losses and waste to the budget. This agency requests ministries, branches and localities to quickly inspect and comprehensively examine cases that have been resolved by policy but have not yet been audited in detail.
Violations must be strictly handled or reported to competent authorities for consideration; At the same time, determine the causes and responsibilities of related groups and individuals.
According to the State Treasury, by the end of 2025, the budget has spent VND 163,482 billion for 117,073 people who quit their jobs according to Decree 178.
Decree 178 was issued by the Government at the end of 2024, then amended and supplemented by Decree 67/2025, regulating policies on cadres, civil servants, public employees, workers and armed forces who quit their jobs due to organizational restructuring. People in this category can retire before age or quit their job and receive benefits depending on the length of service, time of retirement and the number of years remaining until retirement age.
