23 million TL overpayment was made to Bolu Municipality cooperative, 9 suspects were detained

According to the information obtained, an operation was carried out against the cooperative and affiliated company within the Bolu Municipality in the morning by Bolu Provincial Gendarmerie Command teams under the coordination of the Bolu Chief Public Prosecutor's Office.

Gendarmerie teams pressed the button within the scope of the investigation and made simultaneous raids on the specified addresses. During the operation, Boltartek Tarım Ürünleri ve Teknolojileri San. Tic. Ltd. Ltd. General Manager Bahadır Acar and S.S. 9 suspects, including Köroğlu Organic and Local Products Production and Marketing Cooperative Chairman Cevat Çatlamış, were detained.

THEY AUCTIONED SECOND HAND TENTS LIKE NEW

According to the expert report dated September 24, 2026, included in the investigation file carried out by the Bolu Chief Public Prosecutor's Office, it was determined that the irregularity was committed through cultivated mushroom cultivation tents. In the report, it was determined that 21 mushroom cultivation tents, built in 2021 and currently in use, were shown as if they were newly purchased with the tender held in 2023.

During the investigations, it was revealed that Boltartek company, whose capital belongs entirely to Bolu Municipality, purchased the tent system, whose second-hand market value was 10 million 97 thousand 189 TL including VAT, as of the tender date, from the cooperative for 34 million 20 thousand TL. With this transaction, it was determined that an excessive and inappropriate payment of 23 million 922 thousand 810 TL was made to the cooperative, causing large-scale public damage.

TENDER FRAGMENT AND EMBEZZLE CLAIM

As of 06.30 in the morning, a search and seizure was carried out against the suspects Uğur Şirin, Bayram Tarhan, Cevat Çatlamış, Esra Karaman, Bahadır Acar, Samet Can Sınmaz, Ayşe Can Akiş, Özkan Özbek and Gonca Mamur, who were considered to have responsibilities in the tender preparation, decision and contract implementation processes. Legal proceedings were initiated against the suspects for the crimes of "rigging the tender of public institutions or organizations", "rigging the performance of an act" and "embezzlement".

While the financial relations between the municipal company and the cooperative and the transactions regarding the transfer of public resources continue to be examined in all aspects, the interrogation of the 9 detained suspects at the gendarmerie continues.
