Mothers' bonus, parental leave and birth fund: here are the three measures for the family in action

Interventions to support parenting and work-life balance have been strengthened. The measures contained in the family package arriving with the budget law, after the green light from the Council of Ministers, are on three main fronts. We start with the strengthening (made structural) of the so-called bonus for mothers with at least two children and an income from work not exceeding 40 thousand euros per year, confirming the expansion of the range of beneficiaries also to self-employed and fixed-term workers.

Birth Fund

Then comes the Newborn Value Fund, a support of 100 euros per year from the State starting from 2027, to accompany them until they turn 18 (therefore 1,800 euros of total public contribution for each newborn). With the measure it is expected to establish the management of this financial accumulation plan at the INPS, to which family members will also be able to contribute with voluntary payments. The INPS collects the payments and manages the activities, while the financial management of the Plan is the responsibility of Cassa Depositi e Prestiti, according to prudential criteria.

Deductions are envisaged for payments by parents or close family networks: in the draft maneuver for entry into the Council of Ministers it is envisaged that payments are deductible from the overall income within the limit of 2 thousand euros per year for each paying individual and within the overall limit of 5 thousand euros per year for each beneficiary. "The sum of this piggy bank will not be taxable - explained Prime Minister Giorgia Meloni, in a press conference -, it will not be seized, it will not be usable until the age of 18, unless it is for an extraordinary emergency but in that case the authorization of a guardianship judge would be needed".

Upon reaching the age of 18, you will be able to redeem the accumulated sum and use it for school and university expenses, to start a business or to provide a form of supplementary pension. In this case, upon transfer, INPS certifies the amount of payments made to the supplementary pension scheme.

Parental leave

Parental leave paid at 80 percent, which can be used within the child's six years of age, goes from three to four months: it rises to five months for the second child and to six for the third child. To take into account the needs of self-employed workers, a voucher of up to 500 euros per month is introduced for self-employed parents, for a maximum of three months, aimed at the use of babysitting and childcare services.
