At around 3 a.m. on August 28, when it was still dark, Baima Qiangjiu and his comrades set out from the end of the 216 National Highway rushing site toward the cliff. The way up the mountain is discovered - if you make a mistake at an intersection, you will turn back and find the way again; when you encounter a cliff, you will set an anchor point, send the rope section by section, and climb one by one. At around 4 p.m., Baima Qiang waited for a long time for the first batch of fire rescue personnel to finally arrive at the scene. "We didn't take a break when we arrived at the scene and started searching and rescue directly." Baima Qiangjiu said. At night, the rescue force delivered sleeping bags, food and water, and he and his comrades found a cave-like place to rest.
This time it's different. Now that the road is open, cars can drive directly to the forefront, and equipment and supplies can be transported in one trip. The difficulty of entering has been greatly reduced, but the intensity is not light at all. "Search and rescue should be as detailed as possible." Baima Qiangjiu said. The reporter saw at the scene that someone was half-kneeling in the mud, using gloved hands to dig out bit by bit. The search and rescue dog circled back and forth, with the tip of its nose pressed to the ground, occasionally stopping and sniffing sharply in one direction. It was getting dark, but there were still teams busy in the core area of the disaster area. "No matter how hard or tiring it is, the search and rescue work must be done well. Everyone is waiting for us to bring back the latest situation." Baima Qiangjiu said.
It was already dark, and the light from the lighting was lumped into a ball by the fog in the valley. Large machinery is filling stones into the fast-flowing river, and the roar drowns out the sound of the water. Hu Bo, leader of the China Aneng Jilong emergency detection team, stood on the roadbed behind the rush operation surface, his eyes fixed on the monitoring screen in his hand. As soon as the fog came up, the visibility dropped drastically, and only the outline of the machine was visible. Hu Bo's mission is to keep an eye on hidden risks and ensure the safety of road repair personnel.
In plateau canyons, it is not easy to fly a drone: as soon as the clouds and fog cover, the signal is cut off, and images can only be collected in segments and multiple times. Hu Bo would spread out the returned 3D modeling slices and slope radar data on the screen and compare them one by one. Even if the displacement was only a little bit, he would have to look at it several times. A few days ago, professional rescue forces stepped up repairs on the damaged section of National Highway 216. Hu Bo is their "sentinel". Whenever there is any "trouble", he must issue an early warning in time. Once, the upstream data changed. Hu Bo immediately contacted the rear, verified the data as quickly as possible, and then sent a retreat signal. The whistle sounded in the canyon, and people and machines retreated to the refuge point. When the data stabilized, he would notify the rescue force to "return to position." This kind of thing may happen several times a night. "Only by measuring risks accurately can we maintain safety." Hu Bo and the monitoring team visited the construction site many times to conduct inspections. They knew which sections of the slope were loose and where the water was in danger. After the debris flow disaster occurred, there were circuit, power, and network outages on site. At around 3 pm on August 30, Hu Bin, senior engineer of the Wireless Communications and Mobile Application Department of the Big Data Center of the Ministry of Emergency Management, boarded a helicopter and flew with rescuers to the national gate area of the Geelong Port. Hu Bin, 46 years old, has participated in communication support work for various disaster rescues, including the Wenchuan earthquake rescue, and has rich experience. "Restoring the public network one second earlier can buy more time for scientific rescue." Hu Bin said.
After arriving at the national gate area, as soon as I jumped off the helicopter, the mud was up to my knees. Hu Bin groped forward with the equipment on his back, first setting up a satellite base station, and then trying to establish a link. However, due to the high mountains and deep valleys, Hu Bin changed positions 8 times in a row, but failed to connect to the target satellite. Hu Bin found that the signals of newly installed base stations outside the core area affected by the disaster could be searched, but the conditions for stable communication were not met. He contacted the rear via satellite phone and requested the coordination of resources. After receiving the notice, the communication operator adjusted and optimized the parameter configuration of the surrounding base stations to enhance the on-site network signal coverage; Hu Bin held his mobile phone high and kept changing positions in the mud to conduct signal tests... "It's connected, it's connected! Can you hear it?" At 6 pm on August 30, after an afternoon of hard work, the on-site public network signal was enhanced, and Hu Bin successfully conducted a video call with the rear. At 11:50 that night, after verifying all the data for the day, Hu Bin returned to the tent at the national gate area. "The work is not over yet. Next, we must work hard to make the communication signal more stable and provide a solid guarantee for emergency rescue."
"Inhale for 4 seconds, exhale for 6 seconds, take deep breaths and repeat several times. Do you feel more relaxed?" How to comfort the families of the victims and missing persons is also a key task of the medical team. The expert team compiled a Tibetan-Chinese bilingual "Psychological Adjustment Booklet" suitable for people in the resettlement sites to read, using simple and easy-to-understand sentences to guide everyone to relieve their sadness. In Jilong Town, Baima Yangzong, a villager from Labi Village who has been feeling chest tightness for several days, walked into the medical treatment and comfort point set up at the resettlement site, accompanied by his family. Denpa who received the treatment came from Angren County Tibetan Hospital. After learning about Pema Yangzong’s symptoms, he prepared traditional Tibetan medicine for him. "We will also conduct psychological counseling for him in the follow-up, and take a multi-pronged approach to provide psychological assistance." Danba said. After the disaster, the local area strengthened the 12356 psychological assistance hotline and dispatched medical teams to station in key areas and conduct rotation or inspections in other areas.
