The much-anticipated major transportation construction in the Gaoping living area, the second east-west expressway between Kaohsiung and Pingtung, will be held in Jiuru Township on the morning of September 28 for the new construction project of the Pingtung Section C1. After the completion of the second expressway in Gaoping, it will only take about 20 minutes to go straight to the Zuoying High-speed Railway Station from Jiuru Township in Ping County, and the journey from Changzhi Township can be shortened from 50 minutes to about 30 minutes.

The current east-west road in Pingtung City mainly relies on Provincial Highway 1 and Provincial Highway 88 Expressway to connect with Kaohsiung City, and the road capacity is approaching saturation; according to the Ministry of Transportation's plan, the Gaoping Second Express starts at Zuoying Station of the High-Speed Rail (the intersection of Provincial Highway 1 and the High-Speed Railway). The route spans National Highway 1, National Highway 10, provincial highways and urban roads, and ends at National Highway 3 in the east. Jiuru Township in Dong County is connected by system interchanges with a total length of 22.6 kilometers and a road width of 22.8 meters. There are 3 system-type and 5 regional-type interchanges across important traffic arteries. The total construction cost is nearly 98.4 billion yuan. It passed the environmental impact assessment review of the Ministry of Environment in December 2024, and the Executive Yuan approved the construction design in September 2025.

The entire Gaoping Second Express Line is planned to be constructed in 7 sections. Among them, the Pingtung Section C1 bid will be prioritized. It is an important node of Taiwan Line 3. It can strengthen the transportation function of Dashu, Ligang, Jiuru and other areas, and improve the connection efficiency between local roads and high-speed highway systems. The C1 bid will A ground-breaking ceremony will be held at 10:30 a.m. on the 28th of this month. The total length is about 0.88 kilometers and the cost is about NT$3.48 billion. It will span Provincial Line 3 with an elevated bridge and include parallel west-in and east-out ramps and lanes under the bridge. This section is expected to be completed in 2029.

The entire Gaoping Second Express Line is expected to open to traffic in 2033. Upon completion, it will effectively connect Renwu Industrial Park, Pingtung Agricultural Science Park and Tropical Agriculture Industrial Park, supporting the development of the "Great Southern New Silicon Valley" S Corridor. This major construction, which is related to the future development of Pingtung and brings the Gaoping living circle closer, is highly anticipated by the people of Ping County.
