Recently, the Public Security Bureau of the Development Zone discovered unusual clues during its daily police information sorting work. A woman repeatedly caused disputes on the grounds that acupuncture caused physical injuries in a short period of time. After analysis, the police determined that this was an organized and premeditated series of extortion cases targeting acupuncture and massage merchants. The Criminal Investigation Brigade quickly carried out investigation work, retrieved alarm records, visited victim merchants, studied and judged the crime pattern, and after locking in the identity and activity trajectory of the suspects, organized the police force to carry out a unified closing operation, and arrested the three criminal suspects Liu, Zhang, and Song, and took criminal coercive measures in accordance with the law.
After investigation, the criminal suspect Liu Moumou gathered Zhang Moumou and Song Moumou to form a gang, seizing the psychological weakness of traditional Chinese medicine physical therapy businessmen who are afraid of complaining and worrying about reputation damage, creating a complete crime process of "pretending to be sick-acupuncture-blackmail-complaining-intimidation", and implementing professional and process-based extortion. The gang had a clear division of labor. Two women, Zhang and Song, were responsible for searching for acupuncture and massage parlors in various places through the Internet platform to target them. Song pretended to be a tinnitus patient and induced the shop to carry out acupuncture treatment. Later, he deliberately pretended to have symptoms of facial paralysis due to crooked mouth and corners, and blamed the shop for compensation.
Once the merchant refuses to pay compensation, the gang will use a variety of soft violence methods to exert pressure: making noise in the store to disrupt operations, calling 12315 and other channels to complain and report, and even stage extreme dramas to coerce the merchant. Throughout the crime, the two women continued to communicate and report to Liu. If necessary, Liu would come to the scene to play a "ruthless role" and threaten the merchant verbally, or threaten the merchant over the phone to force the merchant to pay to settle the matter. The gang has also planned to go to Shandong and Hebei to continue committing crimes, which is extremely harmful to society.
After arriving at the case, Liu confessed that the reason for adopting this method of extortion was because Liu had been engaged in the traditional Chinese medicine industry for many years and was familiar with the possible adverse consequences of acupuncture, and used his professional knowledge to design traps to seek illegal benefits.
According to police verification, since June 2025 to the present, the gang has traveled to many places in Heilongjiang, Jilin, Hebei, and Liaoning provinces, and has committed more than 50 crimes, with a total amount of more than 200,000 yuan involved. The successful detection of this case effectively protects the legitimate rights and interests of operators in the acupuncture and massage industry, protects the safety of people's property, and effectively deters such illegal and criminal activities.
