The suspect was re-arrested in early October 2025, when he conspired with someone to kidnap a woman at a hotel in Arakawa Ward, Tokyo, telling her, ``You can make money overseas. There are girls who earn 5 million yen a week.'' The suspect was allegedly transferred from Haneda Airport to Kuala Lumpur International Airport in Malaysia.

According to the division, the woman was then made to carry children at four locations of the fraud group in Cambodia and Malaysia. He was not informed of the nature of his work before traveling and was not paid. In July of this year, a woman who returned to Malaysia rushed to the Japanese embassy there and discovered the incident.

The suspect is believed to have been a recruiter for young people who gather in an area called ``Toyoko'' in Kabukicho, Tokyo, and around Okubo Park in Shinjuku, and sends them to bases in Southeast Asia to play tricks. The division believes that the fraudulent proceeds are a source of funds for organized crime groups, and is working to uncover the actual situation.
