The inspection found that some companies in Quanzhou that were found to have major accident risks during overt and covert inspections of production safety in the second quarter have achieved initial results in their rectification, but similar companies still have gaps in their ability to draw inferences from one example. Production safety hazards are more prominent in certain areas of Xiamen and Zhangzhou: Xiamen Shipbuilding Heavy Industry's hoisting operations have serious violations such as "one hook with multiple hoists" and on-site management is lacking; the fire water supply pipe network in Tong'an Park, Tong'an Industrial Concentration Zone, Xiamen City has not been connected to households for a long time, and enterprises in the park have been in a fire vacuum state with "no water available" for a long time. The fire pump room of Beina Clothing Co., Ltd. in Sui'an Industrial Park, Zhangpu County, Zhangzhou City was flooded and had a power outage. The fire hydrant pump, sprinkler pump and fire alarm system were completely paralyzed. The Zhangzhou Purui new material butane booster pump was located close to the warehouse. There was no flammable gas alarm device on site, and non-explosion-proof electrical appliances were installed at the leakage gas exhaust outlet. Once a leak occurs, the risk of explosion increases significantly.
There is a problem of selective rectification of fire hazards
In the second quarter of this year, the 14th Group of the Central Safety Production Assessment and Inspection Team inspected Shishi Xinshi Printing, Dyeing and Weaving Co., Ltd., Jinjiang Rainbow Four Seasons Hotel Co., Ltd., Longrui Shoes and other enterprises during overt and covert inspections, and found that there were major fire hazards. The main problems included the failure to set up automatic fire alarm systems, indoor fire hydrant systems and automatic fire extinguishing systems.
On September 17, the 14th "Looking Back" unannounced inspection team conducted a review of the above issues. The review found that some companies invested funds for rectification. Among them, Shishi Xinshi Printing, Dyeing and Weaving Co., Ltd. added a fire pump room, fire electrical control devices and fire water cannons; Jinjiang Rainbow Four Seasons Hotel Co., Ltd. invested nearly one million yuan to complete rectification. But some companies choose to move away from their original locations. The unannounced inspection team learned at No. 49 Zhaozong East Road, Xiban Village, Chendai Town, Jinjiang City that Longrui Shoes Industry chose to move out due to the small space in its production and operation premises and the difficulty in rectification.
However, the relocation of companies has not eliminated hidden dangers. The unannounced inspection team found that after Longrui Shoes moved out, the fire-fighting facilities in the building were still missing, safety measures were not perfect and in place, and companies on other floors were still producing and operating normally. This shows that the "rectification" of individual enterprises only stops at the level of physical relocation and fails to fundamentally eliminate safety hazards; the system rectification requirements of "drawing inferences from one example to other cases" have selective rectification in actual implementation.

Xiamen Shipbuilding Industry Co., Ltd. is mainly engaged in car roll-off ships, container ships, oil and chemical ships and offshore engineering equipment. However, the unannounced inspection team discovered during on-site inspection that there were many hidden dangers in the safety management of this benchmark company.
At the operation site in the limited space inside the ballast tank No. 502A4, the inspection team found that no guardians were set up, and no entry or exit personnel were registered. According to the ticket requirements, harmful gases should be tested every two hours, but no detection was carried out on site for more than two hours, and the location of the analysis and sampling points was unclear. Sheng Minbing, an expert from the unannounced inspection team, said that if continuous detection can be carried out, once toxic gases, combustible gases exceed the standard or there is a lack of oxygen on the working surface, an alarm can be made in time to ensure the safety of workers.
At the work site in the second section of the tail armor area, the upper, middle and lower floors were constructed at the same time on vertical cross-cutting work surfaces. There were people working on each floor, but no measures to prevent objects from being struck were taken, so the safety risk was high. In the same operating area, on-site temporary power management is also lacking, and the requirement of “one machine, one gate and one protection” is in vain. A 380V distribution box lacks a leakage protection device, and a 380V cable has many connectors, so the reliability of the cable insulation cannot be guaranteed.
What is even more worrying is that a few meters above the air inlet of a cooling fan that supplies fresh air into the cabin, workers are performing hull polishing and anti-corrosion operations. The dust and flammable organic matter generated by grinding can easily be inhaled into the cabin, seriously threatening the occupational health and safety of workers working in the limited space below. In addition, the unannounced inspection team also found that the shipyard had problems such as illegal hoisting, random setting of hoisting points, and "one hook with multiple hoists", and there was a lack of on-site supervision.
The fire water supply pipe network has not been connected to households for a long time, and some enterprises have great fire hazards.
The unannounced inspection team discovered during an inspection in Tong'an Park, Tong'an Industrial Concentration Zone, Xiamen City that there were a number of fire-fighting problems in Building 171: there was no water in the indoor and outdoor fire hydrant systems and automatic sprinkler system pipe networks; the automatic fire alarm system host could not be turned on; the factory and warehouse were not fire-proofed; some safety exits were locked, fire doors were damaged, and fire emergency lighting and light evacuation signs could not be lit; electric bicycles were illegally parked in the stairwell on the fourth floor. According to the "Major Fire Hazard Determination Rules" (GB 35181-2025), the building was comprehensively determined to be a major fire hazard. Chen Zhenhai, the landlord of the building, said that the automatic fire alarm system has never been used. It was guarded by a doorman before, but after the doorman left, there was no one to manage it. "Then he left, and I cut off the electricity. I don't know where the electricity came from."
Building No. 138 of Tong'an Park also has major fire hazards: warehouses and factories were built illegally on the roof and first floor, and a large amount of combustibles were piled up; no automatic fire extinguishing system and automatic fire alarm system were set up; indoor and outdoor fire hydrant pipe networks were dry; there was no fire separation between the factory building and the warehouse, and a spray booth was set up illegally; some safety exits were locked, fire doors were damaged, emergency lighting and evacuation signs could not be lit, and a large number of combustibles were piled in the stairwells. Du Xianquan, the landlord of the building, promised to quickly rectify the above problems.
According to the relevant person in charge of the Tong'an Park Industry Committee, Tong'an Park is the second largest park among the four parks in Tong'an Industrial Concentration Zone. It currently has 162 owner units and about 20,000 workers, and is mainly engaged in industry, trade and processing industries. However, in such a park with dense population and high fire risk, the fire water supply network has not been connected for a long time, and it is always in a state of "no water available". The relevant person in charge of the local fire department knew about this, but also expressed helplessness: "The fire water supply network has been completely constructed, but it has not yet been connected to the grid. It needs to be taken over by the property owners committee, but no one is taking care of it now, and we are also very headache."
The unannounced inspection team inspected Sui'an Industrial Park in Zhangpu County, Zhangzhou City and found that Zhangzhou Beina Clothing Co., Ltd. had a number of major fire hazards: the fire pump room was powered off due to flooding, and the fire hydrant pump and sprinkler pump could not be started; the fire control room was powered off and the fire alarm host could not be started; the factory building, warehouse and office area were not protected. Fire separation; some sockets, switches, and distribution boxes are installed directly on combustible materials; the protective covers of a large number of smoke detectors have not been removed, some audible and visual alarms have been removed, and some rooms are not equipped with fire detectors and sprinklers due to decoration; the fire distance between the steel structure factory building and the adjacent warehouse is insufficient, and the steel structure is not protected against fire. According to Article 5.4 of the "Major Fire Hazard Determination Rules" (GB 35181-2025), the place was directly determined to be a major fire hazard.
Similar problems also occurred at the Xindelong International Standard Factory in Shishi City. Property manager Wang Jinlong said that the park has 10 buildings with a total area of tens of thousands of square meters and more than 100 workers. It is mainly engaged in the textile and optical material industries. The unannounced inspection team found that the safety exit leading to the outdoor stairs in Building 4 was closed, seriously affecting personnel evacuation and fire rescue; the processing workshop in Building 5 was not equipped with an automatic fire extinguishing system and an automatic fire alarm system, and the escape route signs in the workshop were hung in confusion. What's more serious is that the only fire pump room in the entire park has been out of power for a long time. Once a fire breaks out, it will seriously threaten the life safety of people in the park. Wang Jinlong said that the fire pump room still had power when it was inspected at the beginning of this year. "Maybe they have not come to inspect on time recently."
Installing non-explosion-proof electrical appliances at the exhaust vents for flammable gas leakage increases the risk of explosions
Butane is a flammable, colorless gas that easily accumulates in low-lying areas after leakage and is difficult to spread. It may explode when exposed to open flames or static electricity. The unannounced inspection team found that there was no flammable gas alarm in the butane booster pump area of Zhangzhou Purui New Materials Co., Ltd.; multiple non-explosion-proof circulating water pump motors were also installed near the exhaust outlet of the flammable gas leakage in the butane warehouse. Once a leak occurs, the risk of explosion will significantly increase, posing a major accident risk.
In addition, the company installed the combustible gas alarm outdoors, leaving no one on site and unable to achieve real-time monitoring. The inspection found that the lower limits of combustible gas explosion displayed on the 4#, 5#, and 1# channels of the alarm control panel were 5%, 7%, and 4% respectively. The zero point drift was too large and exceeded the allowable range, seriously affecting the safety monitoring performance.
