China will not be first to use AI as a weapon, expert says at Valdai meeting

Artificial intelligence risks becoming a new weapon, but China will not be the first to use it, Wang Huiyao, president of the Center for China and Globalization, said at a session on the sidelines of the 23rd annual meeting of the Valdai Discussion Club.

"We are facing an energy crisis and a climate change crisis. And recently, [the issue of] artificial intelligence has arisen," he said. The expert recalled that the issue was raised during talks between the Chinese and US leaders during Chinese President Xi Jinping’s most recent visit to the United States.

"Let’s not weaponize artificial intelligence. We need to be careful to ensure that artificial intelligence is not used as a weapon. But even if artificial intelligence is used as a weapon, China will not be the first to resort to this weapon," the analyst stressed.

Commenting on the outcome of the visit, Wang also said that "the US and China are now establishing a new balance." "A new round of the trade war has also been postponed because there is no incentive to continue this conflict. The sides have decided to reach agreements through constructive dialogue," he added.

About the meeting

The 23rd annual meeting of the Valdai Discussion Club, titled "Responsibility for the Future: Limits of Possibility or Possibilities Without Limits?", is taking place in the Moscow Region from September 28 to October 1. The club’s flagship conference brings together 120 participants from 40 countries.
