The Department of Roads asked Cienco 4 to fix Highway 1, threatening to stop collecting tolls

Vietnam Road Administration requests Cienco 4 Group to quickly fix damaged spots on National Highway 1. If there is a delay, toll collection at Ben Thuy station will be suspended from October 15.

Vietnam Road Administration has just requested Cienco 4 Group Joint Stock Company, Vinh City Bypass BOT Branch and Road Management Area II to take measures to deal with investors in the maintenance work of the Vinh bypass project and National Highway 1 section South of Ben Thuy Bridge to North of Ha Tinh City bypass (old).

According to the Department of Roads, the unit repeatedly requested investors and project enterprises to manage and maintain the project, ensuring the technical requirements of the route. However, the repair and maintenance work of investors and project enterprises has not been implemented so far or has been implemented but does not meet technical requirements.

Through inspection, many sections of Highway 1 from the South of Ben Thuy Bridge to the North of the Ha Tinh City bypass (old) appeared to have damage to the foundation and road surface, peeling, cracked mesh, cracked turtle shell and rutted wheels, posing a risk of traffic safety.

Based on the results of the site inspection on September 8 and the terms in the contract and contract appendix, the Vietnam Road Administration requested Cienco 4 and the Vinh City Bypass BOT Branch to urgently repair damaged points and violations of maintenance quality, ensuring construction and traffic safety before October 10.

If by the above deadline, Cienco 4 and the Vinh City Bypass BOT Branch do not comply or do not meet the requirements, the Vietnam Road Administration will temporarily suspend toll collection according to its authority from October 15.

Road Management Area II is required to monitor, urge repairs, report weekly results and sanction violations according to regulations.

A representative of Vinh City Bypass BOT Branch said that the unit is repairing the damaged road with overhaul projects at the request of the Vietnam Road Administration, while maintaining regular maintenance to ensure traffic safety.

The project to expand National Highway 1 section South of Ben Thuy - Ha Tinh City bypass invested by CIENCO 4 with a total cost of more than 2,430 billion VND, completed in 2014. Vinh City bypass BOT branch, a dependent unit, is assigned to collect tolls at Ben Thuy stations 1 and 2, bordering Truong Vinh ward (Nghe An) and Nghi Xuan commune (Ha Tinh) to recover capital and fares. 40,000-200,000 VND for all types of cars.

Previously, in September 2023, Road Management Area II asked investors to soon fix damaged spots on National Highway 1 section through Ha Tinh province. If there is a delay, it will propose to stop collecting tolls at Ben Thuy station. Cienco 4 later fixed it.
