"Bölgemizde kalıcı barışın, huzurun ve istikrarın tesis edilmesi için eş güdüm içerisinde yürüttüğümüz çalışmalar neticesinde Güney Kafkasya artık bir çatışma ve istikrarsızlık bölgesi olarak değil, iş birliği ve kalkınma bölgesi olarak anılmaktadır. Vatanlarının bağımsızlığı uğruna mücadelede canlarını feda eden kahraman şehitlerimize Allah'tan rahmet diliyor, aziz hatıralarını saygı ve hürmetle yad ediyor, gazilerimize şükranlarımı sunuyorum. Azerbaycan ordusu, 27 Eylül 2020'de Karabağ'ın Ermenistan işgalinden kurtarılması için karşı saldırıya geçmiş, 44 gün süren ve 10 Kasım'da sona eren operasyonlarda 5 kent merkezi, 4 kasaba ve 286 köy Ermeni işgalinden kurtarılmıştı. Azerbaycan ve Ermenistan arasındaki savaş, Ermenistan'ın yenilgiyi kabul etmesinin ardından sona ermişti.
