China News Service, Beijing, September 15 (Reporter Zhang Su) The reporter learned from the Supreme People's Court of China that on September 15, the Intermediate People's Court of Jinan City, Shandong Province publicly pronounced the first instance verdict on Bi Jingquan, former member of the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference and former deputy director of the Economic Committee, in the bribery case.
The court sentenced Bi Jingquan to 14 years in prison for accepting bribes and fined him RMB 5 million. The property and interest obtained from Bi Jingquan's bribery crimes were recovered and turned over to the state treasury in accordance with the law.
Public information shows that Bi Jingquan was born in September 1955 in Qing'an, Heilongjiang. In May 2025, officials reported that he was under investigation; in December of the same year, the Central Commission for Discipline Inspection and the State Supervision Commission reported that he had been expelled from the party and public office. He was accused of "accepting gifts in violation of regulations", "disrespecting the discipline and education of his spouse and children", "collecting money wantonly", etc.
After trial, it was found that from 1995 to 2025, the defendant Bi Jingquan used to serve as deputy secretary-general of the State Council, secretary and director of the Party Leadership Group of the State Food and Drug Administration, a minister-level cadre of the State Administration for Market Regulation, a member of the 13th National Committee of the Chinese People's Political Consultative Conference and deputy director of the Economic Committee, and a member of the Standing Committee of the 14th National Committee of the Chinese People's Political Consultative Conference. Through the convenience of his positions as deputy director of the Economic Committee, executive vice chairman and chairman of the China International Economic Exchange Center, as well as the convenient conditions for the formation of powers and status, he provided help to relevant units and individuals in matters such as business operations, administrative approvals, and project settlements, and illegally received property equivalent to more than 57.42 million yuan.
The court held that the defendant Bi Jingquan’s behavior constituted the crime of accepting bribes, and the amount was extremely huge and should be punished in accordance with the law. In view of the fact that Bi Jingquan truthfully confessed his crime after arriving at the case and took the initiative to explain most of the bribery facts that the case handling agency has not yet grasped; there were attempted bribery crimes; he pleaded guilty and repented, actively returned the stolen goods, and all the bribes, stolen goods and interest have been recovered, he can be given a lighter punishment according to law. The court then made the above judgment.
The Jinan Intermediate People's Court held a public hearing on the case on June 24 this year. Bi Jingquan expressed his guilt and remorse in court.
