The "Plan" focuses on key areas such as market access, fair competition, quality improvement, safety supervision, and intellectual property protection to promote the construction of a first-class business environment.
Market supervision connects enterprises and markets at one end, and connects the masses and people's livelihood at the other end. Zhu Ning, director of the Hainan Provincial Administration for Market Regulation and the Provincial Intellectual Property Office, said at the meeting that Hainan will speed up the construction of a market supervision system that leads and serves the high-standard construction of the Hainan Free Trade Port.
The business environment is the "lifeline" of the construction of Hainan Free Trade Port. The "Plan" focuses on the customs-sealed operation of Hainan Free Trade Port, proposes the highest level of openness, strengthens international exchanges and regional coordination, deepens market access and exit reforms, improves regulatory enforcement and service quality and efficiency, and strives to create a market-oriented, legal and international first-class business environment.
Zhu Ning introduced that Hainan will promote the standard system-based opening pilot, strengthen the standard docking cooperation with the "Belt and Road" countries, and basically establish the Hainan Free Trade Port standard system-based open system by 2030; in the pharmaceutical field, promote mutual recognition of some fields and product supervision with ASEAN and RCEP member countries, optimize the transfer and transformation policy of innovative drugs and devices that have been marketed overseas, and create the "first stop" and "preferred location" for global innovative drugs and devices to enter the Chinese market.
In order to stimulate the vitality of business entities, Hainan will accelerate the establishment of a high-standard market access system, explore and promote the integrated management of foreign investment access and market access, and maximize the level of investment freedom and facilitation; establish a quality monitoring mechanism for the development of business entities, improve the enterprise classification and classification service system, deepen the cultivation and promotion of "famous, special, high-quality and new" individual industrial and commercial households, and ensure that the overall effectiveness of market supervision services remains the first echelon in the country.
Supervision and law enforcement adhere to the principle of combining leniency with severity. The "Plan" clarifies that Hainan will intensify law enforcement in key areas of people's livelihood such as behaviors that damage the business environment and involve "one old and one small"; standardize enterprise-related inspection and law enforcement behaviors, implement "one list for supervision", and implement "bright code inspection" full coverage to minimize unnecessary interference to the normal production and operation of enterprises.

Zhu Ning said that during the "15th Five-Year Plan" period, Hainan strives to cultivate more than 20 regional brands with international competitiveness and more than 20 industrial chains with distinctive local characteristics, build a national-level industrial measurement and testing center and inspection and testing center, and achieve the overall inspection and testing capabilities to reach the national mid-to-upper level.
In terms of intellectual property, Hainan will focus on biomedicine, seed industry, deep-sea technology, aerospace technology and other characteristic advantageous industries and the "four new" (biomanufacturing, hydrogen energy, brain-computer interface, embodied intelligence) future industries, improve the legal system for intellectual property protection; deepen the reform of Sanya Yazhou Bay Science and Technology City Intellectual Property Zone, build a national seed industry intellectual property operation center, support the construction of Hainan International Intellectual Property Exchange, and promote the in-depth integration of scientific and technological innovation and industrial innovation.
