However, looking at the reasons for its development, one takes advantage of the public resentment to explode, and the other is based on local identity. Although the appearance seems consistent, the essence is different. It is recorded in the short scriptures: "The ministers who can help the world and assist the government must first understand the path of prosperity and decline, and understand the number of success and failure." Analyzing the changes in the two tides, it can be understood.
