From Cyber ​​parks to celiac disease, to judo in Navy centres: the proposed amendments to the bill on national defense capacity

The Government should evaluate the feasibility of establishing an auxiliary and operational military reserve, with the related recruitment criteria, the legal status, the periodic training courses, drawing primarily on military personnel on leave and on citizens in possession of professional and technical skills of strategic interest. Examine the actions necessary to redevelop the existing Defense housing assets and to find new state-owned housing for personnel transferred by authority, limiting the burdensome phenomenon of forced commuting and guaranteeing adequate conditions of serenity for military families. Furthermore: promote collaborations with research centers of military interest on new technologies and the prevention and reduction of risks. And evaluate on a professional and economic level the special qualifications of the personnel of the roles of Graduates, Sergeants and Warrant Officers.

These are some of the indications contained in the agendas of the permanent commission on Foreign Affairs and Defense of the Senate, which is examining the bill, proposed by the Minister of Defence, with the "Provisions for the strengthening and adaptation of national defense capacity".

The deadline for amendments expired on Wednesday 21 October at 12pm. About ninety amendment proposals have been filed. Among the solutions envisaged by the rapporteur, the President of the Commission Maurizio Gasparri (Forza Italia Group - Berlusconi President - EPP), the one according to which «in the regions most burdened by constraints and military activities, including the demonstration and testing of weapons systems, identified every five years by decree of the President of the Council of Ministers, on the proposal of the Minister of Defence, in agreement with the Minister of Economy and Finance, after consulting the regions concerned, the State pays an annual contribution of be allocated to the construction of public works and social services in municipalities in which military needs (including particular types of settlements) have the greatest impact on the use of the territory and on economic and social development programmes".

An amendment proposed by Paroli (Forza Italia) proposes the establishment of "Cyber ​​Defense parks". «The Ministry of Defense - reads the document - can promote and create one or more Defense cyber parks, such as integrated centers intended for training, training, experimentation, research and technological development in the cyber defense sector». «Cyber ​​parks are built primarily, but not exclusively, on properties used by the Ministry of Defence, including those no longer useful for institutional purposes».
