At the "Starting the 15th Five-Year Plan" series of themed press conferences held on the 18th, Long Weidong, director of the Hainan Provincial Department of Human Resources and Social Security, proposed that during the "15th Five-Year Plan" period, focus on the main position of training skilled talents, strengthen the supporting role of technical education, and cultivate high-quality skilled talents for industrial development.

It can be seen from the "Hainan Province's "15th Five-Year Plan" Human Resources and Social Security Development Plan" (referred to as the "Plan") that "the team of skilled talents continues to grow" and "making technical colleges better and stronger" are listed as the main goals and tasks of Hainan Province during the "15th Five-Year Plan" period.

According to the plan, during the "15th Five-Year Plan" period, Hainan will carry out subsidized vocational skills training, with a total of more than 500,000 people trained, of which a total of 200,000 migrant workers have participated in vocational training; the total number of people who have obtained professional qualification certificates or vocational skill level certificates for skilled personnel has reached more than 1.4 million people, among which the proportion of highly skilled talents in skilled talents will strive to increase to about 30%; a total of more than 40,000 people have been enrolled in technical colleges.

"Skilled talents are an important support for implementing the strategy of strengthening the country through talent, developing new productive forces, and promoting high-quality development." The first is to improve the skilled talent training system. The "Plan" clarifies and improves the lifelong vocational skills training system, continues to deepen the "Skills Light Up the Future" training action, focuses on new productivity fields such as artificial intelligence, advanced manufacturing, and the digital economy, as well as "one old and one small" livelihood service fields and other key directions with large employment capacity and prominent contradictions between supply and demand. More than 100,000 subsidized trainings are carried out every year.

At the same time, a more flexible project-based training model of "job demand + skills training + skills evaluation + employment services" will be promoted to promote the formation of a virtuous cycle of "training to improve skills and skills to increase income"; implement a new round of "skills free trade port" action, carry out large-scale vocational skills training, strengthen the training of high-skilled talents in key areas, consolidate and expand the scale of skilled talents above senior workers; strengthen the construction of high-skilled talent training platforms, and build a number of high-skilled talent training bases and skill master studios with high standards.

The second is to deepen the reform of the skilled talent evaluation system.
