Huludao will achieve a "new leap" around eight aspects, refine 25 tasks in 5 categories, and build a modern coastal charming city that is suitable for living, working and traveling.
In terms of industrial development, Huludao is based on its resource endowment and relies on its 285-kilometer coastline to expand its marine fisheries, ships and offshore engineering equipment. In terms of swimwear, 1 out of every 4 pieces in the world is produced in Huludao, with domestic and global market shares reaching 40% and 25% respectively. It will continue to polish its brand, develop cross-border e-commerce, and declare that "the world's swimwear looks to China, and Chinese swimwear looks to Huludao." Seizing opportunities in the nuclear industry, the construction of Xudabao Nuclear Power and the Huludao base of the China Institute of Atomic Energy are advancing at full speed. Lingxiao Laboratory has filled the gap in new radiopharmaceutical R&D institutions across the country. The investment in the nuclear industry during the "15th Five-Year Plan" is expected to exceed 50 billion yuan.
In terms of technological innovation, we will promote the deep integration of technological innovation and industry. Relying on scientific research forces such as the Changchun Institute of Optics and Mechanics of the Chinese Academy of Sciences to tackle core technologies and strengthen the Liaoning (Dongdaihe) soil transplantation and transformation center; leveraging major scientific research platforms in nuclear science to focus on key technologies for nuclear medicine and nuclear equipment manufacturing.
In terms of business environment, we focus on the five dimensions of policy supply, market access, government services, legal environment, and humanistic environment, promote the policy of "enjoy without application" to benefit enterprises, and create a "Ruyiban" government service brand.
In terms of opening up, Huludao is speeding up the second phase of the Qin-Shenyang Expressway and promoting the construction of the second channel of the Qin-Shenyang High-speed Railway. After completion, it will only take one and a half hours to Beijing, making it a commuting circle to Beijing. It also promotes the construction of a dedicated railway line in the port area, creates a convenient outlet for east and west Liaoning and Mongolia, and is deeply integrated into the coordinated development of Beijing-Tianjin-Hebei and the Liaoning Coastal Economic Zone.
In terms of people's livelihood, 60 key people's livelihood matters have been launched this year, and the processing time of general complaints on the 12345 hotline has been reduced to 2.4 days. During the "15th Five-Year Plan" period, no less than 60,000 new urban jobs will be created, 23 compulsory education schools will be built, renovated and expanded, and more than 1,200 grassroots elderly care service stations will be built.
