Public Finance Policy Document 2026: defense measures

From service accommodation to the centralization of purchases, the 2026 Public Finance Planning Document approved by the Government outlines and refers to a whole series of operational measures. With the activation of the NEC (National Escape Clause), officially requested by the Government from the European Commission, its use is expected to be used for defense spending of 0.3 percent of GDP for both 2027 and 2028.

Service accommodation

The Document explains that «in addition to the increase in resources already foreseen with the budget law for 2026, with the so-called “Housing Plan” the allocation of 15 million per year has been established, for the three-year period 2026-2028, for the strengthening of the real estate assets, and in particular the housing assets, of the Defense».

Energy efficiency

The DPFP recalls that «the Ministry of Defence, with reference to the energy efficiency measures of the military real estate and infrastructural assets (barracks, bases, service accommodation and logistical and operational structures), has envisaged the integration of the management databases into a centralized information system and the installation of real-time detection and control systems of energy consumption».

Centralization of purchases

Finally, the Document approved by the Council of Ministers highlights that «the centralization of purchases at the Ministry of Defense has produced positive results both from an economic and operational point of view, with reductions in payment times to suppliers, greater auction discounts and savings on the unit prices of the supplies analyzed».
