The salary and social insurance reform project is expected to be submitted to the Politburo and the Secretariat in February 2027, before being submitted to the Central Government for consideration in March.

Deputy Prime Minister Pham Thi Thanh Tra, Head of the Central Steering Committee on reform of salary policies, social insurance and incentives for people with meritorious services, on September 4 issued a plan to develop a project to submit to the 5th Central Conference, term 14.

The Ministry of Home Affairs was assigned to chair a comprehensive assessment of the implementation of Resolution 27 on wage policy reform and Resolution 28 on social insurance policy reform, as a basis for developing a new project. The draft project must be completed in August and September 2026.

Ministries, branches and agencies will summarize the implementation of salary and social insurance policies from 2018 to present; Identify inadequacies, causes and propose solutions suitable to the characteristics of each unit. The assessment content focuses on the base salary, payroll, allowances and salary mechanism for groups under management.

The Ministry of Finance is responsible for researching and proposing resources to implement reforms. The Ministry of Home Affairs and the Ministry of Finance simultaneously synthesize international experience to complete the application plan in Vietnam.

According to progress, the Ministry of Home Affairs and the Steering Committee will complete the draft project from August to October 2026; Complete the draft resolution of the Central Committee in January 2027. The project is expected to be submitted to the Politburo, the Secretariat in February and the Central Executive Committee in March 2027. Once approved, the Steering Committee will organize implementation.

Resolution 27 of 2018 aims to build a new salary system based on job position, title and leadership position, instead of calculating based on base salary and coefficient. The original roadmap was expected to be implemented from July 1, 2021 but had to be postponed due to many factors, including the impact of the Covid-19 pandemic.

The National Assembly then resolved to implement a comprehensive reform of salary policy from July 1, 2024. However, due to many problems, the two core contents of building a new salary table to replace the base salary, salary coefficient and rearranging allowance regimes have not been implemented.

During the period of continued research, the base salary will be increased from 1.8 to 2.34 million VND per month from July 1, 2024 and to 2.53 million VND from July 1, 2026. With the current base salary, civil servant salaries fluctuate around 3.4-25.3 million VND per month; officials about 3.8-20.2 million VND, not including allowances.
