Former Chiayi City Speaker Zhuang Feng'an and Su Zefeng were convicted in the fraud case and will serve their sentences in prison

Former Chiayi City Speaker Zhuang Feng'an and former deputy speaker and current congressman Su Zefeng were prosecuted for joint fraud. They were each sentenced to one year and five months in prison in the first and second trials. The Supreme Court today rejected the appeal and settled the case, notifying the prosecutor to activate an anti-escape mechanism. The Chiayi District Prosecutor's Office was notified that it has activated the anti-escape mechanism, and the execution prosecutor has directed the Chiayi City Government Police Station No. 1 to summon the victim to arrive at the case at 10 a.m. on September 18 for execution.

The first-instance verdict pointed out that Su Zefeng purchased a house for NT$15 million in February 2016, but he worked with an agent and agent to create a false sales contract worth NT$32 million. He first applied for a NT$15 million housing loan from the Lucao Farmers Association, and subsequently increased the loan to the farmers' association by NT$5 million and NT$1 million, for a total loan of NT$21 million.

Zhuang Feng'an also followed Su Zefeng's low-price and high-loan model. In March 2016, he purchased a house on the same road as Su Zefeng for 15 million yuan, and worked with an intermediary and agent to create a false sales contract worth 33 million yuan. Zhuang Feng'an then applied for a 19.5 million yuan mortgage from the Lucao Farmers' Association based on the false contract and successfully applied for it.
