China News Service, Kunming, September 8 (Reporters Ruan Yulin and Han Shuainan) The implementation cycle of the 2030 action goals of the "Kunming-Montreal Global Biodiversity Framework" (referred to as the "Kunming-Montreal Framework") is already halfway through, but the overall implementation progress has not yet reached expectations. Many authoritative figures called in Kunming that all parties must make greater efforts to promote biodiversity protection in order to ensure that the goals set by the "Kunming-Mongolia Framework" are achieved as scheduled.
As the chairman of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15), China has led the achievement of the landmark "Kunming-Mongolia Framework", drawing a blueprint for global biodiversity conservation to 2030 and beyond.
Under the guidance of the "Kunming-Mengzhou Framework", global actions have generally shown a positive momentum, and the efforts of all parties to curb and reverse the loss of biodiversity have continued to strengthen. Up to now, 172 Parties have formulated national goals to align with the Kunming-Mengzhou Framework, and 107 Parties have updated national biodiversity strategies and action plans. Global ecological protection and restoration efforts have continued to increase, with an additional 193 million hectares of ecological restoration areas.
At the same time, the overall progress of the "Kunming-Mongolia Framework" is still not as expected. The trend of global ecological degradation and species loss has not yet been fundamentally reversed. Shortcomings such as insufficient funds, weak technology, and lack of capabilities are prominent. The pressure on developing countries to fulfill the contract is particularly severe.
Huang Runqiu, China's Minister of Ecology and Environment, pointed out at the Kunming Dialogue on the Global Review of Implementation Progress of the "Kunming-Montreal Global Biodiversity Framework" held in Kunming on the 7th that how to transform target commitments into governance results and into pragmatic results that protect nature and benefit the people is a common issue facing all parties. All parties must take systematic and transformative measures to promote biodiversity conservation with greater intensity to ensure that the goals set in the Kunming-Mengzhou Framework are achieved as scheduled.
“We are near the midpoint between the adoption of the framework and the deadline for the 2030 action targets.” Astrid Shoemaker, executive secretary of the Secretariat of the Convention on Biological Diversity, said that all parties need to analyze the reasons behind it, but more importantly, explore feasible paths to bridge the gap. Substantial progress has been made in the implementation of the framework, and relevant actions have been carried out for all 23 global goals. However, overall, the scale and speed of actions have not yet met the requirements.
Astrid Shoemaker emphasized that accelerating implementation is inseparable from the funds, capabilities, technology and international cooperation required for implementation. Therefore, it is necessary to study how to improve implementation means and eliminate various shortcomings that continue to restrict implementation actions.
“The progress of our work has lagged behind.” Incapie, Colombia’s Minister of Environment and Sustainable Development, said that the current challenge facing all parties is how to build implementation paths at the national and local levels in this direction.
In order to promote the effective implementation of the "Kunming-Meng Framework", the 17th Conference of the Parties (COP17) of the Convention on Biological Diversity to be held in Armenia in October will conduct a global mid-term review of the implementation progress of the "Kunming-Meng Framework".
Armenian Environment Minister Hanbarzum Matvosyan said that the first global review of collective progress to be held at COP17 will become a historic moment in the process of the Convention. All parties will jointly take stock of the implementation of the "Kunming-Mongolia Framework" and answer fundamental questions: whether the actions taken are sufficient and whether the pace of action is rapid enough to fulfill the commitments made by all parties in Kunming and Montreal.
Huang Runqiu emphasized that at present, there are only more than four years until the 2030 goal of the "Kunming-Mongolia Framework" is completed. He hopes that all parties will firmly grasp the time window and accelerate the fulfillment of resource mobilization and capacity building commitments. We will continue to increase financial, technological and other support for developing countries, continue to bridge the North-South divide, and promote the comprehensive, balanced and effective implementation of the "Kunming-Mongolia Framework".
