宁洱县人大常委会副主任许江介绍,《条例》是云南省运用“小切口”“小快灵”民族立法,助推铸牢中华民族共同体意识的标志性单行条例。
“这部条例,很大一部分建议来自民间。”许江介绍,长期从事誓词碑资料搜集整理的黄桂枢等人在人大征集意见时曾提出,将每年1月设为民族团结誓词碑文化宣传月,这一建议最终被写进《条例》。
不仅如此,《条例》让过去靠自觉、靠热情推动的事,有了制度保障。作为盟誓代表后代,近10年来,方财兵一直作为义务讲解员,讲述父亲方有富的故事,从宁洱到昆明,再到北京等地。“很高兴看到《条例》也鼓励我们继续宣讲。”他说。
方财兵更加意识到,传承不只在展馆和宣讲台上。如今,他闲暇时在宁洱开网约车,载客途中,常常遇到前来参观誓词碑的游客,“有的人还认出我是盟誓代表后代,我就给他们讲父辈的故事。”

在《条例》保护下,宁洱统筹推进实体管护、史料抢救、档案保护和学术研究等工作,进一步摸清誓词碑背后的历史脉络。“我们要把誓词碑背后的故事挖掘、整理出来,让更多人知道,民族团结不是一蹴而就的。”宁洱县民族团结研究所所长胡凌萧说。
为抢救更多鲜活史料,宁洱相关部门联合云南大学组建盟誓代表后代寻访团,赴普洱市、临沧市、广西南宁市等多地,走访盟誓代表直系亲属及知情者60余人次,收集档案资料50余份,征集“国庆观礼证”等8件珍贵实物史料;与云南大学、云南经济管理学院等团队合作,编撰《普洱民族团结誓词碑光荣传统研究专辑》,梳理誓词碑的文化价值与时代意义。
2025年6月,《民族团结誓词碑档案》成功入选第六批《中国档案文献遗产名录》,为誓词碑档案文献保护带来新突破。
