The general director of the Police asks the person in charge of Immigration for explanations after a report on mass entry into Ceuta

The general director of the Police, Francisco Pardo Piqueras, called the commissioner responsible for Immigration and Borders, Julián Ávila, to account after learning the content of the report sent to the National Court on the massive entry of immigrants into Ceuta at the end of July in which it was concluded that Morocco could have been behind the management of the migratory avalanche.

Reliable sources familiar with that meeting, which they describe as "very tense", indicate that Fernando Grande-Marlaska's trusted man in the police leadership reproached the command for not informing him in advance of the preparation of the document and questioned that a matter of that relevance had been processed without the knowledge of the highest operational authority of the Police. According to these sources, the general director expressed his discomfort and reproached him for the content of the dossier and the analysis of the episode. “What you have done is outrageous,” he would have said according to the same sources. "This affects national security and the Government." He attributed his "anger", they indicate, to the possible implications for State security and for relations with Morocco. This newspaper contacted the Interior, which, in turn, referred to official Police sources, who acknowledge the meeting although they claimed to be unaware of its content. "There was a meeting," they concluded.

The episode occurred at the beginning of an internal crisis in the police chain of command after the anger of the Minister of the Interior, who, upon learning of the existence of the report and its content, immediately requested written explanations from Pardo. The report was prepared by the National Center for Immigration and Borders (CENIF), integrated into the General Commissariat for Immigration and Borders. The judge of the National Court María Tardón had asked the National Police to analyze whether the massive entry into Ceuta could respond to a concerted or directed action by a criminal organization or group. The judge opened proceedings after receiving a complaint and asked the investigators to maintain the utmost confidentiality about the content of their investigations.

But, according to the information collected by EL MUNDO, the argument of judicial reserve did not avoid the reproach of Pardo Piqueras in charge of Immigration. The general director wanted to know why he had not received at least a report on the existence of a matter of that importance and why the chain of command had not been aware that a document was being prepared that, in his opinion, could have political and security consequences. This warning, illustrated by the sources consulted, also occurred at a very delicate moment for public opinion due to the gap that the report had opened between what the Government maintained and the conclusions that appeared in the police analysis. The document described a massive entry that, according to the information released about its conclusions, could not be explained as a spontaneous migratory phenomenon and contained evidence of an organized action in Moroccan territory.
