紀東昀舉例指出,荷蘭欲向美國購買從魚雷管發射的戰斧巡弋飛彈,但美國已停產,若要重新生產,價格昂貴,必須採用垂直發射系統。因此,海鯤號若單純潛射魚叉反艦飛彈,很快就能達成;但如果是「潛射巡弋飛彈」,中科院「可能要20年」才有能力。
