Putin will hold a meeting on whitewashing the economy through the Honest Sign system

On September 23, Russian President Vladimir Putin will hold a meeting via videoconference with the government, the main topic of which will be the use of the “Honest Sign” labeling system as a mechanism for whitewashing the Russian economy. The information was provided by the TASS agency with reference to the Kremlin press service.

It is clarified that in addition to this, a number of current issues will be considered, and Deputy Prime Minister Dmitry Grigorenko, head of Rosalkogoltabakkontrol Igor Aleshin and head of Rospotrebnadzor Anna Popova will make presentations.

The Ministry of Finance is analyzing how the economy adapts to tax changes, concentrating on increasing the efficiency of tax administration and whitewashing the economy, the head of the department, Anton Siluanov, noted in May.

Answering the question about why the corresponding measures became relevant in Russia in 2026, the minister explained that, although work to reduce the shadow sector had indeed been carried out before, now, while consolidating the budget, “it is impossible to turn a blind eye to the gray sector in the economy.” Among the measures initiated by the ministry was the introduction of a limit on cash deposits through ATMs, but later it became known that it was decided to abandon such an innovation.

In December 2025, speaking about the plan for whitewashing the national economy prepared by the Cabinet of Ministers, Deputy Prime Minister Alexander Novak specified that the authorities were going to take steps to stimulate the transition to non-cash forms of payment, which would allow receiving additional revenues to budgets of all levels in the amount of up to a trillion rubles per year.
