Tainan's technology law enforcement has received a sharp increase in fines. The city police department emphasizes that there are standards in place

Tainan City Councilor Lu Kunfu raised a general question today, regarding the Audit Office’s correction that after Tainan’s extensive implementation of technology law enforcement, traffic deaths and injuries increased instead of falling. In addition, 1.45 million traffic tickets were issued in the past three years. With Tainan’s population of only about 1.8 million, almost everyone “wins”, and citizens are complaining. The city police department responded by emphasizing that there are certain standards for technology law enforcement settings.

Lu Kunfu said that the Audit Office corrected that after the implementation of science and technology law enforcement in Tainan, there was an increase in traffic accident deaths and injuries, especially the lack of protection around the campus. It is obvious that the focus of science and technology law enforcement does not seem to be around the school. Currently, there are 191 science and technology law enforcement agencies in Tainan, second only to New Taipei with 242. However, New Taipei has a population of more than 4 million, while Tainan only has more than 1.8 million. It is questioned whether Tainan needs to set up so many science and technology law enforcement agencies.

The City Police Department stated that Tainan City currently has 73 technology enforcement intersections in use, covering 11 types of bans such as running red lights, illegal parking, and illegal turns. According to police statistics, there were 80 fewer traffic accidents at science and technology law enforcement intersections last year than the previous year, a decrease of 3.1%; from January to August this year, 1,571 accidents occurred, a decrease of 12 incidents or a decrease of 0.76% from the same period last year. As for the number, if fixed speed camera equipment and technological law enforcement equipment are totaled, there are currently 175. The number is the lowest among the six cities and is different from the 191 mentioned by members.

Regarding the MP’s claim that 14,775 traffic violation cases were canceled from 2023 to 2025, the police clarified that this data includes cases where “vehicle registration was in Tainan but was canceled after being reported to other counties and cities.” The calculation range is different from the cases canceled after being reported to police officers in the statistics of the city police station. According to statistics, in the past three years, an average of about 1.03 million cases were issued and about 295 cases were withdrawn each year, with a withdrawal rate of about 0.03%.

Police Chief Lin Guoqing said that the location for setting up technological law enforcement is not randomly selected. It is mainly chosen around schools and places where traffic accidents are prone to occur, and there are certain standards for setting up. Technological law enforcement is one of the traffic safety law enforcement measures. It is set up based on the principle of "precisely preventing traffic accidents, improving the safety of passers-by, and strengthening the protection of key areas." It uses QGIS spatial maps to analyze accident data, prioritizes the replacement of old equipment, and evaluates and constructs targeted pedestrian accident hot spots, tourist and recreational bases, and high-risk road sections around campus.
