Ramón Espinar formó parte de Gobierno de Leguina y, desde 1987 a 1991, fue consejero de Cultura y portavoz del Gobierno regional, mientras que desde 1991 a 1995 ejerció el cargo de consejero de Hacienda. Espinar era licenciado en derecho, trabajó como abogado y administrativo. Además, ejerció como miembro del Comité Provincial de la UGT de Madrid y del Comité Regional de la Federación Socialista Madrileña a la que representó en el Comité Federal del PSOE.

Espinar fue elegido alcalde de Leganés en las primeras elecciones municipales de la democracia celebradas en abril de 1979 y reelegido en mayo de 1983, dejando el cargo para incorporarse como diputado a la Asamblea de Madrid, según la Fundación Pablo Iglesias.
