“如何将非洲的资源优势转化为发展成果，是非洲各国共同面临的挑战，也是非中合作大有作为的领域。”刚果(金)驻华特命全权大使巴卢穆埃内·恩库纳·弗朗索瓦(Balumuene Nkuna Francois)认为，能源合作不仅取决于项目数量，还取决于不同参与者之间的政策协同与合作机制建设；能否成功则取决于长期满足发展需求、提升人民福祉的能力。
