The new application period continues for the grant program offered by İŞKUR for disabled individuals and ex-convicts who dream of starting a business. So, how to get İŞKUR grant support? How much is the İŞKUR grant support for disabled and ex-convicts?
HOW TO APPLY FOR İŞKUR GRANT SUPPORT?
Disabled and ex-convicts who want to start their own business will apply online via e-Government until 23.59 on 13 November 2026.
Project applications submitted to the Provincial Directorate or Service Centers by hand or by mail will not be accepted.
All information and documents requested in project applications must be included completely and accurately. Projects with missing information and documents during the checks to be carried out by the Provincial Directorate will be returned through the system. Returned projects can be resubmitted through the system until November 18, 2026, provided that the missing information and documents are completed. After this date, it will not be possible to complete the deficiencies in any way.
HOW MUCH IS İŞKUR GRANT SUPPORT?
The grant amounts given by İŞKUR to entrepreneurs who will start their own businesses vary depending on the nature and status of the projects. Support for disabled candidates is as follows:
a) Establishment procedures support: A maximum of 40,000 TL in return for documents for expenses such as official transactions, approvals, permits, licenses and insurance for business establishment.
b) Operating expense support: A maximum of 145,000 TL annually in total, not exceeding 60% of the operating expenses (water, electricity, communication, heating, rent and promotion) in return for documentation for 12 months after the contract signing date. (Maximum 75,000 TL since rental support is not provided for projects in the agriculture and livestock sector.)
c) Establishment (fixture) support: In projects belonging to the agriculture and livestock sector, a maximum of 440,000 TL, including taxes, for fixture costs related to the main field of activity of the enterprise, in return for documents for 12 months from the date of contract signing, in projects belonging to other sectors, a maximum of 550,000 TL, including taxes, for costs such as machinery, equipment, software, hardware, office supplies, related to the main field of activity of the enterprise, in return for documents for 12 months from the date of contract signing, in projects belonging to other sectors.
WHAT ARE THE APPLICATION CONDITIONS FOR İŞKUR GRANT SUPPORT?
Disabled people who want to benefit from grant support must meet all the following conditions by the application deadline.
a) Being registered as disabled with İŞKUR,
b) To have a "Health Board Report" stating that people who have difficulties in adapting to social life and meeting their daily needs and who need protection, care, rehabilitation, consultancy and support services due to losing their physical, mental, spiritual, sensory and social abilities to various degrees due to congenital or acquired reasons, have at least forty percent of the loss of all body functions,
c) Being over 18 years of age,
d) Not retiring for any reason,
e) Not to be an actively registered workplace/business (Also not to be a taxpayer in the profession subject to the project within the last year as of the publication date of the project application guide),
f) Residing within the borders of the province where the workplace will be established,
g) Having an entrepreneurship training program certificate,
h) Diploma, certificate, permit, etc. required by other legislation regarding the business to be established. Having documents and meeting other required conditions,
i) Not having been appointed a guardian,
j) To have the "Herd Management Personnel/Animal Breeding" certificate in Cattle and Ovine Breeding projects, and the "Beekeeping" certificate (certificate) in Beekeeping projects, as of the application deadline (must be approved by the Ministry of Education or University).
Ex-convicts who want to start their own business must meet all the following conditions by the application deadline.
a) Being registered as an ex-convict with İŞKUR,
b) Being over 18 years of age,
c) Being a former convict,
d) Not retiring for any reason,
e) Not to be an actively registered workplace/business (Also not to be a taxpayer in the profession subject to the project within the last year as of the publication date of the project application guide),
f) Residing within the borders of the province where the workplace will be established,
g) Having an entrepreneurship training program certificate,
h) Diploma, certificate, permit, etc. required by other legislation regarding the business to be established. Having documents and meeting other required conditions,
i) Not having been appointed a guardian,
