In his speech at the 81st Session of the UN General Assembly, Sanchez said that they presented a reform proposal to ensure fair representation for all regions in the UN Security Council and to remove the veto power of permanent members.
"No country, no matter how powerful, should act as both judge and party in a dispute," said Sanchez, citing the International Criminal Court as an example and demanding that the main bodies of other organizations be strengthened and agencies, funds and programs be restructured by equipping them with more resources and executive capacity.

Emphasizing that he has not lost hope despite all the negativities in the world and criticizing Israeli Prime Minister Benjamin Netanyahu, Russian President Vladimir Putin and US President Donald Trump without naming names, Sanchez said:
"Over the last eight years, I have witnessed the growth of these reactionary forces that are selfish, ignorant and ruthless. I have seen them take off their masks and seize power in many places. Then, I have witnessed them start illegal wars and massacre innocent civilians. I have witnessed them treat millions of people as if they were herds of animals and deny aid to those who suffer most from poverty and disease. I have seen them pollute the atmosphere and the oceans as if it were their own, and furthermore, I have seen them destroy this organization and everything it stands for." "I saw that they were making secret plans for me. Witnessing all this changed my perspective on the world."
Stating that, as Spain, they "oppose wars of aggression" wherever they occur in the world, Sanchez continued:
"Whether Ukraine, Lebanon or Iran, we have rejected the demand to increase our military spending to 5 percent and have done everything in our power to prevent acts of aggression that violate the UN Charter. These include sanctioning Russian aggressors, imposing an arms embargo on Israel, preventing the use of our territory for acts of aggression contrary to international law, and publicly condemning the genocide that Netanyahu continues to commit in Gaza."
In his speech, the Spanish Prime Minister called for the rebuilding of the nuclear non-proliferation and disarmament architecture in order to prevent a new global conflict.
