According to a Terna study presented at the hearing in the Chamber, maintaining daylight saving time all year round would lead to greater energy savings compared to the current regime of double seasonal change, with a reduction in electricity consumption estimated at 462 GWh per year by 2026 thanks to the greater efficiency of lighting and the spread of renewables.

The European Council invites the EU Commission to update the assessment of all the impacts of ETS2, in particular on the structure and safeguard measures, after a long conflict between the 27 member states. The text of the conclusions reiterates the need for a functioning, transparent and predictable carbon market to reduce price volatility and mitigate the impact on electricity costs, preserving the role of the ETS in the climate transition.
