Busan City Council calls for a special law for compensation for damages to Brothers Welfare Center and passes a resolution to attract integrated LCC headquarters to Busan

A resolution to host the integrated LCC headquarters in Busan was also passed.

(Busan = Yonhap News) Reporter Min Young-gyu = The Busan City Council held the 339th extraordinary plenary session on the 11th and adopted a resolution calling for the enactment of a special law and government support for compensation for victims of state violence that occurred in group detention facilities such as Brothers Welfare Center.

In its resolution, the city council called for the enactment of a special law for compensation, compensation, and compensation for victims of state violence in group detention facilities such as Brotherhood Welfare Center, and the prompt review and resolution of related bills pending at the National Assembly.

They also called for the establishment of a fully government-funded project to support victims, reducing the financial burden on local governments through financial support such as special grant taxes, ensuring the participation of local governments in the pan-government compensation support system for past incidents, and establishing a legal basis for the government to fully bear the state's compensation for damages related to state violence.

Of the 870 victims who received a decision to investigate the truth from the Truth and Reconciliation Committee, 388 are living in Busan, and the city of Busan is allocating about 1.6 billion won in city funds this year to provide compensation, livelihood stability support, and medical expenses.

However, the amount of compensation cited by the court alone amounts to 214.8 billion won, and the burden may increase further if compensation rulings for related victims continue in the future, making it difficult for local government finances to cover support for the victims.

City Councilor Song Sang-jo, who proposed the resolution, said, "Putting the bill for damages caused by state violence onto local governments goes against the principle of state responsibility. As the victims are aging, there is not much time left, so the state must quickly fulfill its responsibility to compensate for the damage by enacting a special law and providing government funding."

The city council also adopted the 'Resolution urging diversification of water intake sources to improve the water quality of the Nakdong River and secure safe drinking water' proposed by Councilman Gap-Yong Han at the plenary session on this day.

Next, the 'Resolution urging the government and Korean Air to attract an integrated LCC (low-cost carrier) headquarters to Busan and make a decision between the government and Korean Air for the successful opening of Gadeokdo New Airport', proposed by City Councilor Cho Sang-jin, was adopted.
